The cost of the study was a discounted amount of $20,000, the City budgeted in this year’s budget. After that meeting staff met with Mr. Pippin and negotiated deeper discounts to add the three additional areas where Impact Fees are allowed under Idaho law. Staff proposes the following line item transfers to pay for the additional $13,000 cost: (1) Water $4,000: 60-64-200-720 (4” water line replacement, Budget $81,000) (2) Sewer $4,000: 70-74-150-300 Prof Svcs (Budget $56,000) (3) Storm Drains: $5,000: 24-55-150-544 Chip Sealing (Budget $86,070) The additional three areas will provide a fully comprehensive study for a Capital Improvement Program, and Impact Fees. Line Item Transfers will move the budgeted funds to the professional services line of each of those 3 funds. The BBC “Agreement for Professional Services” for the C.I.P./Impact Fee plan is appended, and includes the $20,000 budgeted, and the $13,000 additional for Water, Sewer, and Storm Drains. The entire $33,000 will be recouped by the City if and when the Impact Fees are adopted and implemented by Council. RECOMMENDED ACTION: (1) Authorize the three line item transfers for Water, Sewer, and Storm Drains; (2) Approve the attached “Agreement for Professional Services” with BBC Research & Consulting, and authorize the Mayor to sign all necessary documents.
