Minutes of the Regular Monthly Meeting
Thursday, November 3, 2016
Present: President Beva Miller, Vice President Tim Trigg, Secretary Cathy Merrell,
Dr. John Hennette, Putnam County Public Library liaison David Taylor,
Greencastle Community School Corporation liaison Dr. Wayne Lewis
Absent: None

Call to Order
The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m.
on by Board President B.Miller in the Greencastle City Hall council room.
Public Input/Special Park Use
Andrew Fajt's Eagle Scout Project — Eagle Scout candidate Andrew Fajt was present
and requested permission to construct and install bat houses along the Albin Pond Road
length of the People Pathways trail system as his Eagle Scout Project. He is looking at 4
bat houses to be installed along Albin Pond Road, behind Sherwood Christian Church, in
the swampy area off of Shadowlawn Drive, and the end near Deer Meadow Primary
School. Each would be 2' x 3' and installed 17-feet in the air and would target the
Indiana Brown Bat. Liking the idea and on a motion from T.Trigg, second by C.Merrell,
the board approved his request. All Ayes.
Minutes
On a motion from J.Hennette, second by T.Trigg, the minutes from the regular meeting
held on Monday, October 10, 2016 were approved as presented. All Ayes.
Monthly Finances
On a motion from T.Trigg, second by J.Hennette, the monthly claims against the
department were approved as presented. All Ayes.
New Business/Director's Report
1. Micaela Cancilla Parl Amenities — Director R.Weinschenk presented a plan for the
playground equipment and park sign. After short discussion, both items were
approved with Weinschenk given permission to sign each contract on a motion from
J.Hennette, second by T.Trigg. All Ayes.
2. Maple Berry Park Sign - Director R.Weinschenk presented a request to include a
new sign for Maple Berry Park to match the one for Micaela Cancilla Park. The sign
was approved on a motion from J.Hennette, second by T.Trigg. All Ayes.
3. Robe-Ann Park Tennis & Pickeball Court Sign - Director R.Weinschenk also
requested permission to have a sign created for the new pickleball and tennis courts in

Robe-Ann Park, which will be entitled Heartland Courts. The sign was approved on a
motion from J.Hennette, second by T.Trigg, as well. All Ayes.
4. Departmental Safety Boot Purchase — Because safety boots are a requirement for
the job and as done in years past, Director R.Weinschenk presented a request to cover
the purchase of safety boots for the three full-time positions within the department
with payment coming from the Uniform Line. On a motion from T.Trigg, second by
C.Merrell, the request was approved. All Ayes.
5. Ridpath Bazaar — The park & recreation department's Brickmania Program will
travel to the Ridpath Holiday Bazaar on Saturday, November 12th, where we provide
our Lego building block collection for the young ones to play with, while their
parents travel vendor row. We hope to register players into the basketball program
and disseminate program literature to others.
6. Greencastle Civic League — Members of the Greencastle Civic League and Keith
Can family helped plant 9-trees at Big Walnut Sports Park on Saturday, November
5th
Old Business
1. Greencastle Civic League - Director R.Weinschenk reported that the Greencastle
Civic League will be purchasing four new park benches and two trash receptacles for
the Bob York Splash Park. All will match what was purchased earlier. We will
purchase and they will reimburse us for the purchases.
2. Vandalism — Director R.Weinschenk reported that due to recent vandalism to the
Robe-Ann Park restrooms, they will be open only during working hours — 8:00 a.m.
to 5:00 p.m. daily.
3. Gates Closed—Director R.Weinschenk reported that the Tennessee and Wood Street
gates to Robe-Ann Park and the gate at Jaycee Park will be closed from October 31 to
April 1st. The main gate, Bloomington Street entrance to Robe-Ann Park will remain
open to allow people to use the park; however, because they aren't on the city's plow
list, it will be closed when there is snow on the ground. If the gates are closed,people
may still use the park, but on foot only.
Other Business
GHS Cross Country Invitational Meet- Tim Trigg mentioned that he was very pleased
with the outcome of the Greencastle High School Cross Country Invitational Meet held
on Saturday, September 23rd at Big Walnut Sports Park. He has heard many positive
comments from parents and school officials. When the high school lost the venue for
their annual invitational meet, the park department staff bent over backwards to prepare
BWSP for the event. The kids loved the course; and although we had some unexpected
problems,park department staff members were there to take care of it right away. Trigg
added that improvements to the restroom facilities are needed if we want to host it again.
Upcoming Programs—the following programs are upcoming in October:
1. Brickmania: Pilgrim's Thanksgiving Feast - Sunday afternoon, November 13 from
1:30 p.m. to 4:00 p.m. is our Brickmania LEGO® Thanksgiving holiday event. We
got our hands on the limited edition LEGO® Building Block set "Pilgrim
Thanksgiving Feast" straight from the LEGO® Holiday Collection. Open to the first
12 participants at $13 per person, each will receive parts and pieces to build this
seasonal set, featuring a hungry pilgrim in a traditional outfit with pilgrim

2. GPRD YOUTH BASKETBALL PROGRAM
a.You can still register! - The registration deadline for Youth Basketball has been
extended through Friday,November 18th
b. Skills Clinic - a skills clinic on Monday,November 21st, followed by sessions
on Monday,November 28th and Wednesday,November 30th. Registrations will
be accepted. All sessions will be held at the Deer Meadow School gym.
Next Meeting—Director R.Weinschenk reminded all that the next meeting will be held
on Thursday, December 1st at 7:30 p.m. and will be preceded by our annual Gingerbread
House and Brickmania: Santa's Sled Contests.
Adjournment
On a motion from T.Trigg, second by J.Hennette, the park board meeting was adjourned
at 8:30 p.m. All Ayes.
