Mayor / Council City Manager Airport originator City Clerk, Deputy Clerk Community Development Grant Coordinator Golf Operations Library Parks Police Department COST IMPACT: None Public Works Recreation FUNDING SOURCE: Treasurer City Attorney TIMELINE: Other SUMMARY STATEMENT: AB 07-167 and 168 were deferred until after the Airport Master Plan was adopted so that we could assure what the “Terminal Area Plan” of the Airport Master Plan was adopted as proposed, and to see how these two lease amendments layed out as compared to the new Airport Layout Plan. Attached is a line drawing that shows the proposed new lease boundaries. On the “air side” they are contiguous but do not encroach upon the taxi lane and taxi lane set back. On the Highway side, the legal description includes City owned Airport property to the edge of the right of way. When leases are prepared for adoption, exclusions from this legal description need to include seven feet that is an easement to the highway, and 25 feet for the landscaping. Although the proponents have expressed a desire to lease the remaining property, we should maintain an easement for ingress and egress for the public and for leases that connect including Granite Holdings, D.E.W., McCall Aviation Fuel Farm, and McCall Aviation. D.E.W. has an additional request to lease the tetrahedron that would be between their new lease boundary, McCall Aviation Fuel Farm, and McCall Aviation. The Airport Advisory Committee has considered this request and recommended it to City Council. Before we lease this property, we need to consider the impact on the contiguous lessee, and we need a plat map and legal description. As stated in AB-07-167, we need to reserve an easement for ingress and egress for airport authorized users on the easterly side of the Granite lease which will allow access through the security gate to the private hangars, future hangars, and the tie- down areas. RECOMMENDED ACTION: Approve the lease amendments for D.E.W. and Granite Holdings, subject to the lessees providing at their expense plat maps and legal descriptions for inclusion in the amended leases; that easements for ingress and egress as described in the summary statement be included; and that the leases continue under the same terms unless the lessees request a lease extension at this time, in which case a new lease agreement should be entered into and the current lease rate of 35 cents per square foot for all leased land be applied.
