SUMMARY STATEMENT:
During the 2007 legislative session, a group of Treasure Valley communities and transit proponents
developed a proposal to change the State’s Local Option Tax legislation to allow the voters to adopt a local
option sales tax, in certain circumstances, to fund public transportation. That effort was not successful, but
it generated much discussion of the topic.
Similar legislation is being developed for the 2008 legislative session. The draft legislation amends the
existing Regional Public Transportation Authority Act and re-establishes it as the Regional Transportation
Authority Act. Attached is a one-page summary, as well as the text of the proposed amendments.
The proposed legislation allows the creation of a Regional Transportation Authority, which could then
propose a local option sales tax to fund highways and public transportation systems.
The Association of Idaho Cities supports the proposed legislation, and is seeking support from local
governments.
