AB 07-42 Contract with ZGA for consultant services to update the development plan for
the Central Idaho Historical Museum
The McCall Historic Preservation Commission (HPC), the Central Idaho Historic
Museum (CIHM) Board, and City staff have recognized the need to update the 1993
development plan for the CIHM. The property was formerly known as the SITPA site,
and was deeded to the City of McCall by the State of Idaho on March 30, 1995 for
"public education purposes including but not limited to the Central Idaho Interpretive
Museum and Visitors Center and that the property shall also be used so as to maintain
the buildings and include activities on the site consistent with properties listed in the
national register of historic places." (see attached deed). The deed states that if the use
of the property differs from what is described above, then the property reverts to the
State of Idaho. In November, 1995, the City of McCall signed a lease with the Central
Idaho Interpretive Museum and Visitor Center, Inc. (now known as the CIMH) for the
purpose of maintaining the site and providing interpretive services to the public to
comply with the requirements outlined in the deed from the State of Idaho. The lease is
in effect until October 31, 2013. (see attached lease agreement)
The 1993 development plan was done by Zabala, Giltzow Albanese (ZGA) of
Boise, Idaho. The majority of the tasks outlined in the original plan have been
completed, primarily by a very dedicated board of directors and volunteers, with little
involvement by the City of McCall. In recent years, the City of McCall has provided a
greater level of support to the CIMH Board by providing staff labor for lawn mowing,
paying the water bill, and providing grant assistance for site development. Currently,
the CIMH Board and the Historic Preservation Commission wish to determine whether
the concept of a new museum building, as recommended in the original plan, is still
feasible. This interest has been prompted by inquiries from area long time residents
who have contacted the CIMH regarding their collections of photographs, memorabilia,
and artifacts relating to the history of McCall. Both the CIMH Board and the
Commission understand that if a repository for these donations is not secured, then it
will be a loss to the City and its residents. In addition, the CIMH Board and HPC wish to
update the plan to reflect the development of the community and demographic changes
so that future development of the site is consistent with community needs and the
requirements of the deed. Both boards and City staff met with Tom Zabala from ZGA,
discussed a scope of work, and outlined a timeline. Mr. Zabala has submitted a bid for
the plan update (attached). The Historic Preservation Commission met on February 20,
2007, reviewed the scope, and recommends that ZGA be retained to provide the scope
of services. Funding for the contract would be from the CLG grant ($1400), Historic
Preservation funds ($1000), with the remainder ($9300) from the carry forward of the
Scenic Byways grant (previously used for rehab of the Old McCall Jail). A number of the
tasks in the scope will be carried out by City staff, CIMH Board and HPC members.
