SUMMARY STATEMENT:
On January 30, 2007 a task order for the replacement of Lift Station 8 was signed by the City Manager. The scope of services includes the design of the replacement lift station, bid
and construction documents, services during construction as well as some monitoring. The current lift station is at capacity and the replacement must occur in a timely manner.
City staff is requesting the opportunity to rely upon the use of sole source procurement for the construction of Lift Station 8 by making the use of Smith-Loveless the City’s standard
for the City’s lift stations. The project will require the use of sole source procurement for many reasons; including:
1. The City has approximately 5 existing lift stations by Smith-Loveless manufacturing; and
2. Smith-Loveless makes their own pumps, as well as the dry pit can, and most internal mechanical equipment including check valves and control panel equipment. This style of lift station
allows the City to streamline the operation and maintenance procedures of the lift stations. Not all manufactures produce this style of lift station; and
3. The City has the availability of spare parts from the numerous lift stations in use by Smith-Loveless; and
4. The amount of time to manufacture the lift station is approximately 5 months. The lift station needs to be ordered prior to completion of construction documents and bidding. This
will allow construction to occur in summer/fall of 2008 before the ground freezes.
RECOMMENDED ACTION:
Adopt Resolution 07-04 and authorize the Mayor and City Manager to sign all necessary documents.
