SUMMARY STATEMENT:
On April 11 the Council is scheduled to meet with representatives from Valley County, the McCall
Hospital, McCall-Donnelly Schools and the McCall Rural Fire Protection District to discuss the expansion
of the existing urban renewal district. The expansion is contemplated to include the Third Street corridor
and/or the area around the Airport.
Council member Bailey has requested that staff provide additional information on the Municipal Industrial
Development Program, as authorized by Idaho Code Title 50 Chapter 27. This program authorizes the
issuance of Industrial Revenue Bonds, a method of financing that can be used for industrial development.
An alternative, or a companion, to urban renewal is the formation of a local improvement district. An LID
funds public infrastructure, and is repaid by those who directly benefit from it. There is no loss of tax
revenue to the City and other taxing districts. However, there is an increased cost to the properties which
directly benefit from the improvements.
RECOMMENDED ACTION:
Discuss any action items from the April 11 meeting and provide direction to staff
