A development agreement has been constructed, it has been subject to attorney review and the applicant intends to bring a signed copy to the Council meeting. The complete land use file is available for public review during normal working hours in the Community Development Department located at the McCall City Hall, 216 East Park Street, McCall, Idaho 83638. RECOMMENDED ACTION: 1. Suspend the rules and read Ordinance Number ____ by title only, one time only. 2. Adopt Ordinance #___. Treasurer City Clerk, Deputy City Clerk Police Department Public Works Golf Operations Parks & Recreation COST IMPACT: n/a Airport FUNDING SOURCE: n/a Library City Attorney TIMELINE: ASAP Grant Coordinator SUMMARY STATEMENT: On the April 3, 2007 the McCall Planning and Zoning Commission held a regularly scheduled and noticed public hearing for purpose of evaluating a zoning map amendment request to rezone the 4.5 acre Cross Bar property from the current R-1 (1 unit per acre) zone to the R-16 (16 units per acre) zone. After considering all public testimony, the Commission recommended that the City Council deny the zoning map amendment, ZON-06-3. The basis for denial being a majority belief that the project’s density was achieved at the expense of adequate on-site open space, parkland, design continuity and compatibility with the surrounding land uses and activities. The Commission’s recommendation was forwarded to the McCall City Council who heard the matter on May 24, 2007. After considering all testimony, the Council directed staff to prepare Findings & Conclusions and an Ordinance which would approve the rezoning. RECOMMENDED ACTION: 3. Adopt the Findings and Conclusions for ZON-06-3, approving the application, and authorize the Mayor to sign all necessary documents. 4. RECORD OF COUNCIL ACTION Meeting Date ACTION May 24, 2007 Directed staff to prepare Findings and Conclusions for ZON-06-3, prepare an ordinance that would approve the rezone to present to Council on June 7, and re-open and continue the Public Hearing until the June 7 Council Meeting.
