Westpark Golf Course in Leesburg Under Contract by Private
Developer
Community meeting planned for December 2, 2017.
Leesburg, VA (November 22, 2017) – The Town of Leesburg has confirmed that CalAtlantic
Homes, based in Arlington, Virginia, has a contract to purchase the Westpark Golf Course. The
contract is in a study period that will end in about a month.
CalAtlantic representatives are planning to hold a community meeting regarding their proposed
purchase and development plans for the property on Saturday, December 2, 2017, location and
time to be determined.
In October, the Leesburg Parks & Recreation Advisory Commission recommended to the Town
Council that the Town consider purchasing the golf course. Based on this recommendation, the
Council requested that Town staff conduct a feasibility analysis of acquiring the property. Staff
concluded that the golf course would require a minimum of $1.5 million in capital
improvements and enhancements on top of the listing price of $6.2 million. The staff
conclusion was that the expected revenue from the golf course would not cover the operational
and debt service costs. That feasibility analysis is available on the Town website at

In response to concerns expressed by a number of town residents, the Leesburg Planning &
Zoning Department prepared a memo outlining the current zoning and by-right development
potential of the property. That memo and a map showing the zoning districts as well as the
floodplain and creek valley buffer limits are also available on the Town website at the above
