HomeMy Public PortalAbout03/01/1978GULF STREAM PLANNING BOARD Meeting 1 Mar 78 Present: Klink De Marco O'Brien Masters Whitemore Hunter Mayer Clements Ball This meeting was called to review plans submitted for draining the property on Shore Road, adjacent to the Bath and Tennis Club Courts. Mr. Hunter's property is adjacent on the north. The drainage problem in this area is of long standing. The land is somewhat " bowl- shaped and rain tends to accumulate at the low point which is now the road itself. Proposed plans envision a holding pond roughly 35 feet by 10 feet. The elevation is such that if the pond were to have one foot of water in it it would start to discharge onto the road and run across toward the tennis courts where some would undoubtedly flow down the injection well provided some time ago. Thus the capacity of the pond is approximately 350 cu. ft. (depth not over 1 ft.) The proposed buildings will have a roof area (impervious) of some 7000 sq. ft.�so a rainfall of 2 inches on these roofs would produce enough water run off to fill the pond more than three times. It has been suggested that some of this water will percolate through the pervious areas instead of filling the pond. Experience has shown that percolation now available in the entire area is not adequate to keep up with occa sional heavy rains so we conclude that the presence of 7000 sq. ft. of roof and additional areas of slightly permeable parking spaces will exacerbate the problem. Mr Klink, of Russel and Axon agrees with this conclusion. Needless to say, the engineer employed to make the drainage proposal does not agree. It is the considered opinion of the Planning Board that we should recommend that the Town Council deny issuance of a building permit for the subject plans. Dr. Masters, the developer, does not wish to create any problem for the residents of Gulf Stream and has asked for a written statement of the decision of the Coo uncil. Planning Board I , 9 . L. M.
