Koch, Mayor Town of Gulf Stream Dear Bill, Here are a few comments on the codified Town Ordinances: 1. Perhaps plans submitted for development within the "Flood Plain" should carry a Professional Engineer's statement that "he plan conforms to all requirements of : apter b; FLOOD PROTECTION. 2. 8 -9 HOUSEBOATS places no limit on how long it may stay provided there is access to water & sewrage. I think this is all ri;ht; some people like it for a temp- orary guest house. 3. 8 -10 Owner should be able to fix his own house whenever he thinks it necessary. He must have due regard to the comfort of his neighbors but that should be pro- vided for in a nuisance ordinance. A wild midnight swimming party could make quite a lot of disturbance also. 4. 9 -3 A fee of $50.00 to file a petition for a variance does not seem excessive. 5. p1129 Appendix A. I would suggest that line 2, word 2, MORALS, be deleted. If we think we can legislate morals I doubt that it belongs in a zoning ordinance. 6. p1132 BUILDING HEIGHT is measured from mean grade to the CEILING of the top floor. Attic and roof could be well above this. Would this exceed the forty five feet limit? All the rest looks good to me, especially with the notations made in your copy. There won't be any anyway. 8. Business Districts Since there will be none why not delete all the specifics such as, no tanning of hides, etc. etc? 9, p1148 (E) excl»des issuance of building permits between "i Dec and 1 Apr but does not exclude actual construction during this period if the permit has been issued Previously.
