The meeting commenced at 9:00 a.m.
The committee discussed a letter from John Randolph(copy attached) in
reference to Mr. Dixon's inquiry about changing the zoning ordinances.
It was Mr. Randolph's opinion that the ordinances are "antiquated and
in need of much revision ". It was Mr. Randolph's desire to have a
complete and total new structure. Mr. Dixbn suggested working with
Mr. Caputo in revising and cross referencing the ordinances. It was
previously decided to delete references to all commercial uses although
there are still ordinances in the code that refer to business uses.
An example was made of Chapter 4 on page 399 in that the Southern
Standard Building Code was now the Standard Building Code and that editions
have been added and amended. Rather than putting in the dates, just
say the most current date.
In further discussion, Mr. Pfeifler recommended that we get an estimate
of the cost to revise the codes. The Map was to be considered a separate
WP entity. Mr. Caputo will get with Mr. Randolph to cone up 'with an estimate
of this cost and will present it to the Co mmittee.meeting on March 12.
Having a revision of the map would be for the puriJose of efficency as it
could list addresses and additional dimensions that would assist the
Town Clerk and her assistant, enabling them to not have to rely on the
plats.
It was decided that re- zoning was necessary in order to protect the Town
from multi - family zoning and change it to single fan-Lily zoning. Example
was made of Lots 3 -9 Block D & E on the north side of E1 Cortiquo. It is
presently zoned multi- family and could be single family zoning. This
will be taken up at a later date. It does not show it to be single family
zoning. The Plan will have to be changed first-and then the rezoning.
It was further discussed that the present building inspections is inadequate.
At this point, there is only a final inspection done. It was suggested that
we impose that a second survey is done after the foundation is completed.
Final analysis of the meeting was to accomplish the following: (1.) Clean
up the wording in the ordinances,(2) Revising the Official: Town Base Map
to show addresses, and (3) Re- zoning.
There being no further comments, meeting adjourned at 10:30 a.m.

I have prepared, in draft form, some temporary amendments
as recommended by Mr. Caputo and the Zoning Ordinance

Revision Committee. If the Town Commission feels that
these minimal amendments are necessary as a temporary measure,
I would recommend they be adopted. If, however, it is the
decision of the Commission to modify the Ordinance in its
entirety and that temporary amendments are not necessary, I
would recommend that the Ordinance be redrafted in its entirety.
I am not completely satisfied with attempts to amend the Ordi-
nance on a piecemeal basis.

As I have advised you, it is strictly a policy decision as
to whether or not the Commission wishes to make ektensive

These are just some of the areas which are in need of revision in ~s

to -date. Such revisions would take a good deal of time and
analysis, both from a legal standpoint and a land planning stand -,H
point. I cannot accurately predict what the cost of such revi-
sions would be. The appropriate method would be for the Commis -'.
sion to make a determination as to whether or not they want this
work done, to outline what they wish to be done and to present
it to a consultant for purposes of giving the Commission an
estimated cost.

Some of the general areas which are in need of revision, in
the event
the Town Commission is of a mind to consider exten-
sive amendments to the Zoning ordinance are as follows:
1. incorporate much of the language set
forth in Chapter 9:of the Code of Ordinances

of the Town relating to planning and plats

and the Town Planning Board into the Zoning
Ordinance.
2. Revise in its entirety Section 9 of the

Zoning Ordinance relating to Special Excep-
tions. The language set forth therein seems
to confuse special exceptions with variances.

Mrs. Hibbard's Villas at 1100 No. Ocean, Gulf Stream from March through
