The meeting was called to order by Chairman William Mayer at 9:00 a.m.
Mr. Carl Gezelschap, attorney presented a Variance request for Mr. Kenneth
L. Allen, Jr., 3262 Gulfstream Road, Gulf Stream, for a rear yard setback
variance to permit the construction of a swimming pool and perimeter deck
area five feet from the rear lot line. The Board approved the plans and
they will be presented to the Commission on November 12, 1982.
Mr. Tom Field presented plans and asked for a permit for a wood deck and
spa for the residence of Mr. & Mrs. Paul Devlin, 1100 North ocean Boulevard,
Villa #1. The plans were approved by the Board; however, the Hoard felt
that due to the rain water problems that exist on this property, the owners
should realize that the Board approves this with the understanding that there
will be a possibility of a mud and water problem in the future. Mr. Mayer
asked that the owners send the Hoard a certified letter informing them of
their awareness of this problem and said letter should be attached to the
permit. Mr. Sessa also asked for a foundation plan for structural pads and
a cross section showing stringers. Mr. Field said he would comply with Mr.
Sessa and the Board's request.
Mr. William Nichols, representing the Gulf Stream Bath and Tennis Club, 925
North ocean Boulevard, Gulf Stream, presented the Board with plans for an
aluminum shed to be constructed on the property. Mrs. Gwynn stated all five
residents of the Jamaica Square Club had been notified and three letter of
approval have been received. Mr. Sessa asked for a sealed copy of the plans
for the Town's file and Mr. Nichols said he would bring the plans to the
Town Clerk to be presented to the Conmission for approval. The Board rec-
onrended approval upon completion of the above request by Mr. Sessa.
Mr. Sessa stated he would not issue any further permits to the residence of
Dr. & Mrs. Charles Scherer, 3649 North ocean Boulevard, Gulf Stream until Dr.
Scherer finalized his present projects. Mr. Sessa also informed the Board
that prior to the next meeting, he will have an inspection done on the exist-
ing projects and have a report for the Board at the December meeting. He also
suggested that the Town issue an Owner- Builder Affadavit in the future and he
will forward these forms to the Town Hall.
Mr. Gene Caputo delivered the second draft revision of the Zoning Ordinance
to the Board and asked the members to go through the items discussed at the
previous meetings with him and he would show them how they have been adapted
into the new document. The Board reviewed and discussed the changes with in-

put from Mr. Robert Dixson and Mrs. Barbara Gwynn. Mr. Thomas Boucher said
he would like to appear before the Comtission and request that they ask for
an opinion from Attorney John Randolph on Section 8 -7, Clearance of debris
etc., from vacant lots, on whether hares could be included in this Ordinance.
The Board will meet Wednesday, November 10, 1982, 9:00 a.m. for a final re-
view of the document with Mr. Caputo. Mr. Caputo said he could have the
final draft ready by November 20, 1982 for the members of the Planning Board
and the Town Commission. After review by all members, he suggested a joint
meeting after December 5, 1982 to review the rough draft Town map along with
the finalized Zoning Ordinance Code and Mr. Caputo suggested that if the Conm-
ission will accept the draft at the joint meeting, they could set the first
public hearing meeting December 10, 1982
Mr. Kenneth Rubsamen showed the Board preliminary plans for a proposed home
at 1723 North Ocean Boulevard, Gulf Stream.
There being no further business, the meeting was adjourned at 12:30 p.m.
