The Planning Board Meeting was called to order at 9:95 A.M.
and Roll Call was taken.
Plans for a tennis court on the property of Mr, and Mrs. Thomas
Brandt were considered. This matter, which had been rec*uested
by the previous owners. had been approved a year ago, but with
the new zoning changes, it does not meet the new zoning require-
ments. It was decided that Mr. and Mrs. Brandt should request
a variance based on the new ordinance, since there was substan-
tial hardship because of the fact that this matter had not been
caused by the current property owners and had continued for over
a year. The variance request will be presented to the Commission
at their meeting on Friday, April 8, 1983.
Plans were examined for addition to the residence of Mr. and Mrs.
Peter Mettler -- to extend the patio, etc. and put in fireplace
in the living room. Said request was approved.
The plans for drainage on the property of Mr. and Mrs. John H.
McGeary, Jr. were presented to the Commission. After much study
and discussion it was decided to send the owners a letter stating
that a decision cannot be made until the following information is
received:
1. In regard to the site drainage (the swale may be able
to contain the water) but what is the architect doing
in the back where the pool is, which is 4 feet above the
back property line, which is 15 feet away.
2. The swale on the drawing indicates that it slopes to the
east (towards Gulfstream Road), when in actuality the
property slopes approximately 4 feet in the opposite
direction, so that the water will run to the rear of the
property.

3. We desire at the next meeting that the owner and /or
architect be present to explain the items in question.
It was stated that the next steps are for the owners to present
the plans to the Health Department to be stamped, and have the
drawings finalized, and then presented at the next meeting for
approval.
Mr. Eaton stated that he had attended a Board meeting
at the Little Club, where there has been an ongoing study
to improve the drainage system, and to minimize or eliminate any
disaster such as the loss of a pump in a critical period. It
was his thought that the Town should be consulted before any
major expenditure is considered and any agreement made with the
knowledge of the Town.
Mr. Boucher stated that the engineering firm of Post, Buckley,
Schuh and Jernigan has been hired to study the needs of the town,
and suggested that a recommendation be made to the Commission to
immediately direct the said engineering firm to make a study of
the drainage program, and efforts made to coordinate with the
plans of the Little Club. Discussion followed.
It was recommended to place this matter on the agenda for the
next Commission meeting.
Mr. Boucher asked what is needed from the architect for the
approval of the new Gulfstream Golf Club Maintenance and Equip-
ment Building. Mr. Rubsamen enumerated some of the items that
are required by the County -- foundation drawings, site plan,
drainage, elevations of the building, etc. Discussion followed
as to the requirements and approval by the Health Department and
Ocean Ridge Fire Department.
There being no further business to come before the Planning Board,
the meeting adjourned at 10:00 A.M.

The meeting of the Local Planning Agency was called to order
at 10:01 A.M.
Mr. Gene Caputo, Executive Management, appeared and stated that
they had prepared, in preliminary form, the evaluation and
appraisal report of the existing Comprehensive Plan, based on
the requirements. A copy is attached hereto.
He explained what the report should deal with. It has taken
each element of the plan and applied the four items enumerated.
He informed the Board that there are some items that will require
revision in the draft, i.e. drainage. This report is based on
the original plan. He stated that his purpose in presenting the
report today is not to go into detail, but he requested that the
members review it and then schedule another meeting of the L.P.A.
This report evaluates all of the activities since 1975. He
explained that this report becomes an amendment to the Comprehensive
Plan, in addition to those sections that are being recommended as
amendments, and that the total has to have a Public Hearing, copies
sent to the neighboring communities, if requested, to the State of
Florida, and Regional Planning Agency in Stuart. The process will
take several months to complete, because of the review time
necessary.
Tuesday, April 12, 1983, at 9:00 A.M. was set for the next meeting
of the Local Planning Agency.
Mr. Caputo stated that he had just received a telephone call from
Commissioner Armour, informing him that an Attorney is to he present
at the meeting on Friday to present a position other than what the
Ordinance suggests, in regard to walls, hedges and fences on water-
front lots. Discussion followed, and the matter will be discussed

at the Commission Meeting on Friday, April 8th. Mr. Caputo is
to obtain more information regarding same.
There being no further business to come before the Local Planning
Agency, the meeting adjourned at 10:55 A.M.

A petition has been received requesting the following Variance
Pursuant to S9 -3 Gulf Stream Code.
That the rear yard set -back be changed to permit
the construction of a tennis court from 15 feet
to 6 feet and the west side yard set -back from
15 feet to 12 feet of the following described
property and also a request to place a 10' fence
surrounding the tennis court pursuant to S7 -M:
Lot #9 Cardinal Circle, Gulf Stream, Florida,
according to the Plat thereof in Plat Book 21,
page 13, Public Records of Palm Beach County,
Florida.
The Gulf Stream Planning Board will review the Variance Request
on May 4, 1983 at 9:00 a.m. and the Gulf Stream Connissioners
will conduct a Public Hearing at 9:00 a.m. May 13, 1983 at the
Gulf Stream Town Hall, 246 Sea Road, Gulf Stream, Florida and
all interested persons will be given an opportunity to be heard.
