Page 9 New Ttem 75: Guest ]louse. An accessory building used
exclusively for housing members of the family occupying
the principal dwelling or their non - paying guests. The
guest house shall not occupy more than one- twentieth
(1/20) of the lot (but not to exceed 700 square feet of
land area) on which it is situated, and shall comply with
the zoning district regulations applicable for the prin-
cipal building. '

For the purpose of preserving and maximizing waterfront views from all
properties or lots within the Town which abut the Atlantic Ocean, the
Intracoastal Waterway, any canal, cove, or other similar waterbody, a
fence, hedge, or wall placed or erected along any side property line
shall not exceed four (4) feet in height within the established setback
area which immediately abuts and is parallel to said water body.

Dixson, Town Clerk Barbara Gwynn, Assistant
Town Clerk Nancy Adams.
The meeting was called to order at 9:00 A.M., and Roll Call
was taken.
Mr. Gene Caputo, Executive Management, presented the Evaluation
and Appraisal Report of the Comprehensive Plan. It was decided
to review the matter page by page. Mr. Caputo stated that Page 1
is an Introductory Statement regarding the four basic items that
must be addressed in those sections of the Plan that it was felt
were needed, which were established by law.
Discussion followed regarding the different points:
Page 2 - Coastal Zone'Ptotection. A section that needs to be
expanded. Mr. Caputo went into detail explaining when this was
established.
Right of entry to the beaches - Discussed at length. Commissioner
Dixson stated that'the_y should find out what the legal status of
the easements are and what they will do, in accordance with Counsel's
advice, to protect the Town's rights, so that no one obtains a
superior right to the right of the dominant beneficiary of the
easement.
Page 4 - Outdoor Recreational Districts Exclusively Owned By
Private Entities - It was suggested that the language should not
provide any basis for argument on this point, and suggestion was
made that Gene Caputo and Town Attorney John Randolph confer on
this matter. Discussion'followed. The land in question labelled
as 'sanctuary' was- discussed.

Page 6 - It was suggested to use additional language to
enhance the integrity of the new Zoning Ordinance -- to expand
the explanation paragraph.
Mr. Caputo explained regarding the subject of housing, also group
housing, congregate care facilities. Discussion followed.
Page 9 - It was suggested that the paragraph should be expanded
regarding the subject of commercial areas. It was not compatible
with the developmental nature of the Town.
Page 13 - The subject of Recreational Areas was discussed,
whether public or private ownership. The words 'to emphasize
the aesthetic and land conservation features' was suggested to
be added.
there was discussion regarding the Library facilities.
Mr. Caputo spoke regarding the subject of Annexation. Discussion
followed. It was recommended that the statement on Page 34, Item 3,
of 'no non - conforming or incompatible land use will be annexed'
should be established as a Plan Policy.
In regard to widening of A -1 -A and water charges - Delray Beach,
it was stated that an engineering study covering these points is
currently under way. Also, the matter of drainage problems.
There was discussion regarding cooperation between neighboring
municipalities in regard to zoning of properties, and suggestion
made to coordinate land use decisions with adjacent governments.
There being no further business to come before the Planning Board,
the meeting adjourned at 10 :45 A.M.
