PLANNING BOARD MEETING July 6, 1983 Present: William A. Mayer, Chairman Kenneth Rubsamen Charles Eaton Absent: Thomas O. Boucher Charles Wanio Also Present: Gene Caputo, Executive Management, Town Clerk Barbara Gwynn, Secretary Cynthia Harms. The meeting of the Planning Board was called to order at 9:05 A.M., and Roll Call was taken. Gene Caputo, Executive Management, appeared before the Board and distributed a revised draft of the Evaluation and Appraisal Report of the Comprehensive Plan showing additions and deletions. He requested that a date be set for the Planning Board to sit as the Local Planning Agency to review the matter. It will then be sent to the Town Commission for their review. He informed them that the Local Planning Agency has the final review on the document. It was decided that Tuesday, July 12, 1983, at 9:00 A.M. would be the time set for the workshop meeting. MR. MARTIN O'BOYLE, Lot 5, Hidden Harbour, appeared before the Board with a representative of the engineering firm of Arthur Strock & Associates, to review the plans for the drainage on the swimming pool. The decking and swimming pool are to be moved back three feet. It was originally twelve feet, and will now be fifteen feet. Site plan review for the residence was approved. DR. GANESH, appeared before the Board re Mrs. Wall's property, 2985 North Ocean Boulevard, and requested the approval of a fence on A -1 -A. The Board reviewed the plans, and same was approved. MR. GORDON RIPMA and architect appeared before the Board re SUR LA MAR, for approval of site plan review. The plans were reviewed at length by the Board. Plans were approved, and will go before the Town Commission on Friday, July 8, 1983 for their approval. It will then be necessary to have the approval from the Health Department and the Fire Department. MR. GEORGE VON ESSEN, Place Au Soleil, appeared before the Board with his attorney and general contractor Ton Brandt, re property in Place Au Soleil, and requested site plan approval to determine if they need the water lines moved. Mr. Brandt explained the necessity of moving the water lines and to have the Town's approval, and also the approval of the Gulf Stream Golf Club. He stated that Mr. Earl Harvel had inspected it. Mr. Earl Harvel was called and explained regarding the maintenance, and stated that any restoration would the the owners' responsibility. Mr. Briggs, of Planning Board Meeting July 6, 1983 Page 2 Gulf Stream Golf Course also appeared before the Board. It was thought advisable that the connection would be made at night so that the neighbors would not be inconvenienced because of the water being shut off. It was decided that there should be a written agreement with the Club and with the Town of Gulf Stream to hold the Town harmless for any damages, and the owner is to bear all expenses involved in the moving of the line. The site plan approval was given and the matter will go before the Town Ca miission on Friday, July 8, 1983 for final approval. Approval was given for the three variances that had been requested: 1. Maintain & repair water lines, owners expense. 2. North side setback instead of 15' now 12' 3. Rear setback - water side 15' instead of the 15% GULF STREAM GOLF COURSE - maintenance building drainage. Mr. Richard Hanna, architect, appeared before the Board. The plans were examined, and Mr. Hanna concurred in the suggested changes in the drainage plans. Otherwise, the plans were approved and will be brought before the Commission at their next meeting. Architects for ANTHONY V. PUGLIESE, 1511 North ocean Boulevard, appeared before the Planning Board with plans. They stated that they are requesting variances, and were informed that it will be necessary to send a letter to the Town Clerk listing the variances, so that it can be advertised and notices sent to residents, and it will then come back to the Planning Board at the next meeting for their review and approval. It was requested that a letter be sent to the Department of Natural Resources, Division of Beaches and Shores, stating that the Town of Gulf Stream has no objection to the gazebo and the dunes crossover, as long as it meets with all the requirements of the State. Mr. Rubsamen stated that he could see no objection, especially since they intend to re- landscape the dunes area. There being no further business to come before the Planning Board, the meeting was adjourned at 10:25 A.M. 1 o M- .. Side setback variance. 2. Review of C.C.C.L. permit application. The first item is a variance that would permit construction of a portico and a study at the 1511 N. Ocean Blvd. residence owned by Anthony Pugliese. The portico will provide covered parking and pedestrian access to the entrances of the residence. The variance requested allows the northern edge of the portico and the proposed study to align with the existing maid's quarters, Cwhich is twelve feet from the north property line. The new requirement is for this setback to be fifteen feet. This alteration to the setback would allow architectural continuity and sufficient turn - around and parking space. The proposed additions would be of the same materials and colors, and in the same architectural style as the existing buildings. The second item concerns the review of a proposed boardwalk on the ocean side of this property, which would cross the Coastal Construction Control Line. Proposed also is an adjacent viewing platform and the revegetation of the dune. There is a requirement listed as number 7, on page 3 of D.N.R. Form 32 -600 (16), the 'Application for a Permit for Construction Seaward of the Coastal Construction Control Line'. The Florida Department of Natural Resources requests "written evidence provided by the appropriate local governmental agency having jurisdiction over that activity, that the proposed activity as submitted to the Division, does not contravene local setback requirements or zoning or building codes. Proposed is the construction of a boardwalk over the dune to the bottom of the existing seawall, and an adjacent viewing platform. The six -foot wide boardwalk will be constructed with handrails at the steps over the seawall. The viewing platform will be an octagon with a tile roof, which will be twenty feet back from the seawall (to prevent interference with the wall tie - backs). There is no existing vegetation seaward of the CCCL line. Proposed is the planting of Malayan Dwarf coconut palm, beach scaevola, sea oats, beach morning -glory (also called railroad vine), and additional sod. An automatic underground irrigation system will be provided to sustain the proposed planting. The sharp eroded edge of the existing sod at the top of dune will. be smoothed and the additional sod and beach morning -glory planted as a dune - stabilizer. The residence this permit is being submitted for is situated 53 feet from the CCCL line. The existing lawn is planted up to this point and the sand seaward of the CCCL line is eroding from underneath the sod. This erosion is due to wind, water, and pedestrian traffic. No vegeta- tion has been able to establish itself and sand is constantly being blown back onto the lawn. This proposal is to revegetate the sand area, provide pedestrian access on a wood boardwalk, and to eliminate the sharp eroded lawn edge. Construction of this boardwalk and the planting and irrigation of dune vegetation is necessary to stabilize the dune and improve the visual appearance of the coastline.
