PLANNING BOARD MEETING August 3, 1983 Present: William A. Mayer, Chairman Thomas O. Boucher Charles E. Eaton Also Present: Barbara Gwynn, Town Clerk, Cynthia Harms, Secretary. Gulf Stream Bath & Tennis Club, 925 North Ocean Boulevard -- addition of shed and renovation of pantry. Architect appeared before the Board and explained that the shed that they desire to build will be four feet from the edge of the building and will be within the setback limits. It is necessary to make more room in the kitchen and expand the pantry area, and it will house the hot water heater. Approval was given, but the Board requested, as a matter of courtesy, that they have a letter from the President of the Association of Southampton Apartments, the adjoining neighbors, stating that they have no objection. The matter will be presented to the Commission at the next meeting. Anthony Pugliese, 1511 North Ocean Boulevard. A variance request was made for a boardwalk and gazebo. The architect appeared before the Board and was informed that it will be necessary to have the approval of the mortgage holder in writing before anything may be torn down. The matter has been advertised and letters sent to surrounding neighbors, as required. Discussion followed. Approval was given, subject to receiving said letter. George S. Patterson, 3268 North Ocean Boulevard - remodeling. Mr. Michael T. Flattery, Architect, appeared before the Board and informed them that this is just a preliminary plan to establish the setbacks. The plans were PXamined at length. One variance of five feet on Lake View Drive was given. The plans as presented were approved and the matter will be advertised. Architect stamps will be needed from the State of Florida, since the amount of remodeling is to be over $5,000. Robert Dixson, 3122 North Ocean Boulevard - new roof over existing patio. The matter was reviewed and after discussion was approved. Antonio Medina, 16 South Hidden Harbour Road. This refers to a trailer being used as a construction office. There have been no objections to it. It was decided that said trailer will be permitted to remain for six months or whenever the construction is finished, whichever occurs first. Side setback variance. 2. Review of C.C.C.L. permit application. The first item is a variance that would permit construction of a portico and a study at the 1511 N. Ocean Blvd. residence owned by Anthony Pugliese. The portico will provide covered parking and pedestrian access to the entrances of the residence. The variance requested allows the northern edge of the portico and the proposed study to align with the existing maid's quarters, which is twelve feet from the north property line. The new requirement is for this setback to be fifteen feet. This alteration to the setback would allow architectural continuity and sufficient turn - around and parking space. The proposed additions would be of the same materials and colors, and in the same architectural style as the existing buildings. The second item concerns the review of a proposed boardwalk on the ocean side of this property, which would cross the Coastal Construction Control Line. Proposed also is an adjacent viewing platform and the revegetation of the dune. There is a requirement listed as number 7, on page 3 of D.N.R. Form 32 -600 (16), the 'Application for a Permit for Construction Seaward of the Coastal Construction Control Line'. The Florida Department of Natural Resources requests "written evidence provided by the appropriate local governmental agency having jurisdiction over that activity, that the proposed activity as submitted to the Division, does not contravene local setback requirements or zoning or building codes." Proposed is the construction of a boardwalk over the dune to the bottom of the existing seawall, and an adjacent viewing platform. The six -foot wide boardwalk will be constructed with handrails at the steps over the seawall. The viewing platform will be an octagon with a tile roof, which will be twenty feet back from the seawall (to prevent interference with the wall tie - backs). There is no existing vegetation seaward of the CCCL line. Proposed is the planting of Malayan Dwarf coconut palm, beach scaevola, sea oats, beach morning -glory (also called railroad vine) , and additional sod. An automatic underground irrigation system will be provided to sustain the proposed planting. The sharp eroded edge of the existing sod at the top of dune will. be smoothed and the additional sod and beach morning -glory planted as a dune - stabilizer. The existing lawn is planted up to this point and the sand seaward of the CCCL line is eroding from underneath the sod. This erosion is due to wind, water, and pedestrian traffic. No vegeta- tion has been able to establish itself and sand is constantly being blown back onto the lawn. This proposal is to revegetate the sand area, provide pedestrian access on a wood boardwalk, and to eliminate the sharp eroded lawn edge. Construction of this boardwalk and the planting and irrigation of dune vegetation is necessary to stabilize the dune and improve the visual appearance of the coastline.
