COUNCIL MINUTES
INITIATION:
1. Mayor Tyrell called the adjourned meeting of the City Council
to order at 7:30 p.m.

UNFINISHED BUSINESS:
3. MASTER PLAN FOR LIVE OAK PARK
The City Council and Parks and Recreation Commission reviewed
the proposed general plan for the development of Live Oak Park
which had previously been submitted by the Parks and Recreation
Commission'to'the City Council at their regular meeting held
August 28, 1973.
Several items pertaining to the location of facilities were
discussed, i.e:
a) The nature walk on the westerly portion of the park.
b) The apparent overplanting with trees in the westerly
half of the park restricting the amount of open space.
c) The relocation of the tots play area and the recreation
check out office to the southwest portion of the park
which would necessitate an increase in the manpower
needed to properly supervise the building complex in the
north portion of the park.
d) The desirability of relocating baseball facilities southerly
if more property were available in the southeast portion of
the park.
It was the consensus of the Council and Commission that a
modified development plan should be prepared, based on the
assumption that additional land could be acquired in the
southeast corner of the park.
Staff was directed to prepare a revised plot plan which would
include the land occupied by five homes in the southeast portion
of the park and prepare an estimated budget for the acquisition
of the additional property, removal of Glickman Avenue, and
development of additional parking, both on the north and south
side of the park.
4. PLANNING COMMISSION RECOMMENDATION - LOS ANGELES COUNTY
BOARD OF SUPERVISORS NOTICE OF PUBLIC HEARING - ZONE CASE 5962 -(5)
The Planning Commission, at their regular meeting of June 12,
1973, reviewed Notice of Public Hearing on the subject case
which requests a change of zone from R -1 to R -3 for a 3.2 acre
parcel on the south side of Huntington Drive. The subject

property is within the Temple City Sphere of Influence as
established by LAFCO and Planning Commission directed staff
to write a letter to the Regional Planning Commission opposing
the zone change.
Public Hearing before the Board of Supervisors is scheduled
September 20, 1973 at 9:30 a.m. and Planning Commission
recommends that the City reaffirm its previous position
recommending denial.
City Council received Planning Commission's recommendation.
Upon motion by Councilman Gilbertson, seconded by Councilman
Briggs, and carried, Council concurred with Planning
Commission recommendation for denial of the proposed change
of zone.
5. RESURFACING OF TENNIS COURTS AT LIVE OAK PARK
City Manager Koski presented background material, stating
that funds in the amount of $2,600 had been allocated in the
1973 -74 Budget for the resurfacing of the tennis courts at
Live Oak Park.
It was determined that the resurfacing was necessary and
that the work be accomplished. Councilman Briggs made a
motion to resurface the tennis courts at Live Oak Parks as
recommended by staff in memo dated September 10, 1973, on
file in the City Clerk's office, seconded by Councilman
Gilbertson and carried.
6. COMMUNITY SEMINAR - OCTOBER 13, 1973
Mayor Tyrell asked each of the Councilmen to make a personal
call to those persons the individual Councilman had invited
to the seminar, encouraging their participation.
7. ADJOURNMENT:
Oimotion of Councilman Briggs, S- econded by Councilman Merritt
and carried, the Council adjourned to their next regular
meeting to be held on Tuesday, September 18, 1973, at 7:30 p.m.
in the Council Chamber of the City Hall.
