On motion of Mr. Brush, seconded by Mr. Taplin and unanimously voted
the August meeting was suspended unless some important matter arises in the
meantime.
The financial statements for the first nine month's operation of all
departments were considered and on motion of Mr. Villeneuve, seconded by
Mr. Brush and unanimously voted filed for audit.
Mr. Maley said he would like to increase the employee benefits by in-
creasing vacation periods to three weeks after five years and four weeks after
fifteen years. It was the Council's opinion that he should bring the matter up
again at the next meeting.
There being no further business on motion of Mr. Brush, seconded by Mr.
Taplin and unanimously voted the meeting was adjourned at 11:45 A.M.

The Council of Bal Harbour Village met Saturday, September 11, 1971 at
9:30 A.M. in the Village Hall.
Present: Messrs. Brush, Printup and Villeneuve
Absent: Messrs. Beatty and Taplin
Also present were Fred W. Maley, Village Manager; Mary T. Wetterer,
Village Clerk; and Thomas H. Anderson, Village Attorney.
On motion of Mr. Brush, seconded by Mr. Villeneuve and unanimously voted
the minutes of the previous meeting of July 31, 1971 were approved as submitted.
Mr. Maley reported that inasmuch as the City of Miami Beach is not interested
in operating the library the Managers and Trustees of the Library from the three
towns met and came to the decision that due to the high cost to the taxpayers of the
County Library System they recommend that we should continue to operate our own
library. It was agreed that the Town of Surfside would maintain the library and Bay
Harbor Islands and Bal Harbour contiact with them for service. After discusssion it
was moved by Mr. Villeneuve, seconded by Mr. Brush and unanimously voted that we in
conjunction with Surfside and Bay Harbor Islands operate the Surf-Bal-Bay library.

Mr. Maley said that representatives from the Corps of Engineers, Florida
Department of Natural Resources, Dade County Public Works Department and our
Engineers met here August 31st. He said that the Corps has given approval to
the beach fill project and had begun their study on the north jetty. We were
also informed that there must be a ten foot access at the north end with suitable
parking to obtain Federal participation. Mr. Anderson told the Council that the
first step the Village would take to set a value on this land is to engage an
appraiser.
Inasmuch as the issuance of a Coastal Construction Permit takes about
ninety days, the engineers have advised that the application should be filed at
this time. On motion of Mr. Brush, seconded by Mr. Villeneuve, and unanimously
voted the Village Engineers were authorized to file for the permit.
'Mr. Maley told the Council that the contract for the operation of a
helicopter sightseeing service with the heliport located near the Haulover Marina
was still pending. He stated he will attend a meeting with the County Manager
mext Tuesday, but we will probably have to go before the County Commission to
request that this contract not be approved.
On motion of Mr. Brush, seconded by Mr. Villeneuve, and unanimously voted
RESOLUTION NO. 199
was adopted.
Chief Dupuy explained to the Council that due to a decision of the District
Court in Washington, D.C. the F.B.I. is forbidden to distribute information on
civilian identification applicants, thereby making our fingerprinting ordinance
useless. He recommended to the Council that the ordinance be abolished. On motion
of Mr. Villeneuve, seconded by Mr. Brush, and unanimously voted
ORDINANCE NO. 154
abolishing Ordinance No. 8 and all amendments thereto was adopted.
Mr. Maley said that the American Davit Company had requested permission
to drive piles at the Bal Harbout Yacht Club this Sunday due to their falling
behind schedule due to rainy weather. The Council approved.

Mr. Brush and unanimously voted the meeting was adjourned.at 10:05 A.M.
