SUMMARY STATEMENT:
An application for approval of a zoning map amendment pursuant to McCall City Code [MCC 3.13.05] was submitted by the
City of McCall for the following properties: Legacy Park, Brown Park, Arts Roberts Park, Rotary Park, Riverfront Park ,
Fairways Park, Veterans Memorial
Community Park, Davis Beach,
Harshman Skate Park, Central Idaho Historical Museum,
Lick Creek Meadows (undeveloped),
Wildhorse Park (undeveloped),
Broken Ridge Commons (undeveloped), Barbara R.
Morgan Elementary & Payette Lakes Middle School, McCall -Donnelly High School, McCall City Hall Campus, and the Airport
Approach Zone. The zoning map amendment request would rezone the parcels to the Civic Zone to conform to the 2007 Future
Land Use Plan and existing uses.
An application for a zoning map amendment was also submitted for Mill Park Subdivision and surrounding lots north of
Hemlock Street (located in the CBD.) The submitted zoning map amendment application proposes to rezone the Mill Park
Subdivision and surrounding lots north of Hemlock Street from Central Business District (CBD) to Low Density Residential (R-
4) zone. The 2007 McCall Area Comprehensive Plan Future Land Use Plan (FLUP) map identifies the area north of Hemlock
Street as Low Density Residential. The 2006 Planning and Zoning code does not permit single family houses in the CBD so the
residential lots were not eligible for building permits for single family dwellings.
On March 4, 2008 the McCall Planning and Zoning Commission held a regularly scheduled and noticed public hearing for
purpose of evaluating the zoning map amendment applications. The Commission found that these land use applications met the
requirements of McCall City Code 3.13.05. After considering all public testimony, the Commission recommended to the
McCall City Council, approval of the zone map amendments.
On March 27, 2008 The City Council held a regularly scheduled and noticed public hearing for purpose of evaluating the
zoning map amendment applications. As a result the Findings & Conclusions for ZON-08-1 for the Zoning Map Amendments
were adopted and Ordinances 851
& 852 was adopted. However, the legal descriptions for each Ordinance
were
not available in
time for publishing. Those legal
descriptions have now been obtained and staff is recommending
that Council
re -adopt
Ordinances 851 & 852.
