AUTHORIZING AND AWARDING BID FOR 2006 ROAD
IMPROVEMENT PROJECT
WHEREAS, the Borough of Carteret, ("Borough"), wishes to receive bids for the
2006 Road Improvement Project; and
WHEREAS, the Borough has publicly advertised for the receipt of bids for the
2006 Road Improvement Project; and
WHEREAS, the Borough has solicited and received four (4) bid proposals for the
2006 Road Improvement Project as follows:

$ 813.689.25
2. Star of the Sea Concrete Corp., Old Bridge, NJ
$ 910.942.00
3. Mark Paving Co. Inc., Kearny, NJ
$ 855.473.00
4. Rockbom Trucking and Excavation, inc., Dover, NJ
$ 858,264.00
WHEREAS, DeFino Contracting, Co., has submitted the lowest bid for said
contract as evidenced by the response on file with the Borough's Purchasing
Department and with the Borough Engineer; and
WHEREAS, the Borough Engineer has reviewed the above bid proposals and has
recommended the award of a contract to DeFino Contracting, Co., in a total
amount not to exceed $813,689.25; and
WHEREAS, the Chief Financial Officer has certificd that funds are or will be
available for said purpose.
NOW THEREFORE BE IT RESOLVED by the Mayor and Council of
the Borough of Carteret as follows;
1. That the appropriate Borough Officials are hereby authorized to
enter into a contract with DeFino Contracting Co., Cliffwood Beach, NJ
for the 2006 Road Improvement Project for the sum of $813,689.25 in
accordance in all respects with the request for proposals and bid on same.
2. That a copy of this Resolution shall be forwarded to the Borough's
Purchasing Department and Borough Engineer.

3. That the aforementioned award of bid is contingent upon [onnal
approval from the New Jersey Department of Labor, Division of Wage
and Hour Compliance and the New Jersey Department of Transportation,
State Aid Office.

2006 Road Improvement Program
Dear Mayor and Council Members:
On Tuesday, March 14, 2006, four (4) bids were received for the 2006 Road Improvement Program.
Enclosed is a bid summary for the project. The following is a list of bids received:

The low bidder is DeFino Contracting Company, Inc. of Cliffwood Beach, New Jersey, with the bid
amount of $813,689.25. DeFino has provided road reconstruction work for the Borough in 2003 and
2004 and their work for the Borough on these projects has been satisfactory. Therefore, based on their
low bid and satisfactory past performance, it is recommended the Borough award a contract to DeFino
Contracting Company, Inc. for the 2006 Road Improvement Program for a total amount of $813.689.25.
As presented above, the project consists of two separate proposals. Proposal A represents the renovations
to Jackson Avenue from Carteret Avenue to the Woodbridge Municipal boundary. A separate bid
proposal was done for this work, since a portion of Jackson Avenue is funded with a fiscal year 2006
State Aid grant for $210,000.00. Proposal B represents various road reconstruction and rehabilitation,
which involves local funding.
Award should be contingent upon the necessary funds being available. Review of the bid documents by
the Borough Attorney; approval from the New Jersey Department of Labor and Division of Wage and our
compliance; and the NJDOT State Aid omce.
