SUMMARY STATEMENT:
The attached Memorandum of Understanding on a Joint Advisory Committee (MOU)
by representatives of the City and the Sewer District. It will create a Joint Advisory
an elected official and a staff member from both the City and the District. The Committee
increased level of communication and cooperation between the City and the District.
Further, the MOU will change the way costs of the treatment plant are shared between
District. Some costs will be based on actual flows to the plant, while other costs will
of equivalent dwelling units (EDUs) connected to the system.
The MOU is only a temporary and partial solution. It does not resolve the pending
District, or replace or invalidate the various Cooperative Agreements that exist between
District. It is, however, a demonstration of the willingness of both parties to work

Approve the Memorandum of Understanding with the Payette Lakes Recreational Water & Sewer
District and authorize the Mayor to sign all necessary documents.
