MEETING MINUTES
Commission Members Present:Amy Ritterbusch, Beth Watson, Stacy Spies, Beth Kelly,
Muneeza Nasrullah (arrived 7:40pm)
Commission Members Absent:Jeanette Thomson, Melanie Smith,
Also Present:Dave Daltorio (Town Engineer), Matt Chase (VHB) & Amanda Bazinet (VHB)
7:02 PM Beth Watson called the meeting to order.
MEETING AGENDA
7:00 PM - Review of Main Street Corridor Project shop drawings from the contractor for
fixtures listed under the Certificate of Appropriateness
Dave Daltorio and Amanda Bazinet presented the items to be review:
●Tree Grates (12) - the proposed tree is not identical to the one originally requested. Beth
Watson and Stacy Spies felt the substitute tree grate is similar enough that it should be
allowed. It was discussed that some of the tree grates are in the district, but in the right
of way, and that they were not included in the previous certificate.
Motion by Amy Ritterbusch seconded by Beth Kelly support for the shop drawing
submittal of the sidewalk tree grate as shown.

●Amend Cert of Appropriateness for Main Street Corridor Signal equipment (town
standard ornamental) to Milerbernd Hunginton Style which more closely matches the
common light fixtures.
Motion by Amy Ritterbusch seconded by Beth Kelly to amend the Certificate of
Appropriateness - Downtown Corridor Project - originally issued on and previously
amended on June 17, 2020.

●Amanda Bazinet showed the group the exact light fixtures to be used - they are almost
identical to the original. Since they match what was submitted, no vote was needed.
--Muneeza Nasrullah arrived at this time.--
2020 Report to Town Meeting - Beth Watson had drafted the Annual Report and sent it to the
group for review.

Creation of a Main Street Historic District - Stacy and Beth Watson to update Commission
on the CPC Meeting they attended and status of the property study
Stacy Spies reports that Jenn Doherty is working on the study and it will be done on 2/26/21.
The group agreed that they need to do some outreach to neighbors and schedule a public
hearing. After some discussion, the group concluded that it would be best to wait for Town
Meeting 2022 to bring this article forward and in any case the Town Meeting Warrant for 2021
has already closed. The group decided to send a letter to property owners in March and invite
them to view the property studies online.
It was reported that the Community Preservation Committee (CPC) was on board with window
restoration at Center School.
Amy Ritterbusch reported that the Center School heating system has been a serious issue very
recently, she will send the group the notes from the Select Board meeting.
Topics that may be discussed at any time during the meeting:
●17 Main Street - updates, if any - Beth does not have a more recent update. The third
floor is boarded up and winterized.
●Claflin Fountain - Garden Plantings (update, next steps, if any) - None
●Identify future agenda items - Center School heating issue, Outreach for Main Street
district, 76 Main Street sign
●Confirm next meeting dates and/or community outreach dates
○Tuesday, 2/16/21 at 7:00 PM Joint Meeting with Design Review Board
○Thursday, 3/11 at 7:00 PM Next regular HDC Meeting
