HomeMy Public PortalAboutr 06:041 ~\cJ3arltfiú1t af tIp' ~awltg~ üf C1Iètrf£rd, ~ + 31+ No. #06-/11 Date of Adoption .J;muary_-.2.6, 2006 AWARDING CONTRACT FOR TIlE ROOSEVELT AVENUE, WASHINGTON A VENUE AND HOLMES STREET INTERSECTION IMPROVEMENTS PROJECT WHEREAS, the Borough of Carteret ("Borough") authorized the preparation of bid specifications and contract documents and advertisement for receipt of bids for the Roosevelt Avenue, Washington Avenue and Holmes Street Intersection Improvements Project; and WHEREAS, Lucas Electric Co., submitted the lowest bid for said work as evidence by the response on file with the Borough's Consulting Engineer and Purchasing Department; and WHEREAS, the Borough Consulting Engineer has reviewed the above referenced bid proposal and has recommended an award of a contract for said work to Lucas Electric Co.; and WHEREAS, the Borough's Chief Financial Oftìcer has certified that funds are or will be available for the award of a contract for said work. NO'V THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex and State of New Jersey as follows: 1. That the Borough hereby awards the bid to Lucas Electric, Co., for the Roosevelt Avenue, Washington Avenue and Holmes Street Intersection Project in the amount not to exceed $155,237.50. 2. That the appropriate Borough Officials are hereby authorized and directed to enter into a contract with Lucas Electric Co., for the Roosevelt Avenue, Washington Avenue and Holmes Street Intersection Improvements Project, in accordance in all respects with the request for proposals and bid on the same. 3. That a eopy of this Resolution shall be forwarded to the Borough's Purchasing Department and T &M Associates for distribution to Lucas Electric Co.. Enclosed is a bid summary and the original bid documents for the project. The following is a list of bids received: Bidder Bid Lucas Electric Co. FAI-GON Electric Daidone Electric H. B. C. Co. Inc. $155,237.50* $166,606.75 $247,931.00 $249,238.00* Engineer's Estimate (Maser Consulting) $157,574.20 * Mathematical Adjustments to Bid Totals The low bidder is Lucas Electric Co ofHightstown, New Jersey with a bid amount of $155,237.50. This is a corrected amount which includes a 60 cent discrepancy. Lucas Electric, as well as all bidders, have provided required supporting documents with their bids including Consent of Surety, Bid Bond, Disclosure of Ownership, Public Works Contractor Certificate of Registration, List of Subcontractors and their Business Registration Certificate and Bid Document Submission Checklist. We have worked with Lucas Electric on many similar municipal projects over the past ten years and find their work to be satisfactory. Two of the bidders indicated that they received addendums, while the remaining two did not. It is understood after speaking with Reza Marshal of Maser Consulting, that new bid packages were distributed on November 8, 2005 to all bidders and no fonnal addendum was issued. Therefore, this does not seem to be an issue; however, should be reviewed by the Borough Attorney. Should the Borough decide to award a contract, the award should be contingent upon the necessary funds being available, review of the bid documents by the Borough Attorney, concurrence of the award by Middlesex County (if necessary), and approval of the NJ Department of Labor and Division of Wage and Hour Compliance.
