Council Members Absent: Suzanne Fox and Kari Nacy
Staff Present:Town Manager Kaj Dentler,Town Attorney Christopher Spera, Deputy Town
Manager Keith Markel, Parks and Recreation Director Rich Williams, Public Works and
Capital Projects Director Renee LaFollette, Public Works Assistant Director for Operations

AGENDA ITEMS
1. Items for Discussion
a. Outdoor Performance Stage at Ida Lee Park
Mr. Williams presented Council with examples of outdoor performance
stages and a potential proposed location within Ida Lee Park.
Council and staff discussed the various options.
It was the consensus of Council to allow staff to present this item to the Parks and
Recreation Commission and report the findings bath to Council.
b. Private Property Mural Pilot Program
c. Electric Vehicle Pilot Program for Town Fleet
It was the consensus of Council to defer the Electric Vehicle Pilot Program for Town
Fleet item to a future meeting due to technical issues with the meeting broadcast and combine
the Private Property Mural Pilot Program with the Public Art Guidelines item for discussion at
the December 13, 2022, Council meeting.

On a motion by Vice Mayor Martinez, seconded by Council Member Bagdasarian, the meeting

Mayor Kelly Burk: Let us begin tonight's Town Council work session of December 12, 2022-- at Ida
Lee Park. Got to take a phone call He'll be right back
Christopher Spare:They said it would work We'll see
Eileen Boeing: And when I hit it, it comes on
Christopher Spero: So are the ones up here
Mayor Burk:Thank you So,did you cause this problem?
Council Member Neil Steinberg: So,we'll hope anyway
Council Member Am Bagdasarian:We should come back Wednesday and do it all
Council Member Steinberg:Yeah
Mayor Burk:Alnght
Council Member Steinberg: Meanwhile
Mayor Burk:Are you doing the presentation on the Private Mural?
Council Member Bagdasarian: I guess so
Mayor Burk: Okay.Are we on?Oh, okay
Council Member Bagdasarian: So, no screens?
Mayor Burk: So, right now it is 7.30 and the sound had some glitch and its not going out to the public
We will be recording this, but the public at this point can't hear us I assume they can see us, but they
can't hear what we're saying but we are recording it
Council Member Bagdasarian: Okay
Mayor Burk: You mean we don't have the visual of the—Did anybody make a motion to adjourn?
Vice Mayor Fernando"Marty" Martinez: So, moved
Council Member Bagdasarian:We could discuss it tomorrow, I mean
Mayor Burk: I mean because we can't do it now if nothing is working. Can we?
Christopher Spera:The meeting was properly noticed to the public There is no statutory requirement
that the meeting be broadcast There is an expectation based upon our prior practice, but it would be a
legal work session as it was properly noticed So, it's up to you if you want to be sure that the public
has the ability to hear the discussion in real time then we can differ these items until another day
Mayor Burk:Would Council be willing to listen to the Private Mural program and postpone the Electric
Vehicle to another meeting?Would that upset anybody?

Vice Mayor Martinez: [Unintelligible]
Mayor Burk:You could talk into the microphone,but I hear what you're saying The Private Mural thing
isn't going to take but a few minutes, but the Electric Vehicle, that will take a little longer So, are there
four people that would prefer that we move those to other meetings,other work sessions,or do it without
the public's input at this point?
Council Member Bagdasarian: If I may, on the Private Property Mural, that is a little more time
sensitive because there is a whole cycle that this would initiate for 2023 So, if we decide to move both
to a different date or just do the Private Property Mural tonight and then the other—because it is time
sensitive.
Christopher Spera: The alternative, Madam Mayor, is that we could combine—
Council Member Steinberg:Tomorrow night?
Christopher Spera: -- this presentation with the resolution that I have for you tomorrow night which
also touches on the Private Property
Mayor Burk:Would that be okay with you if we postpone that, if we did it tomorrow?
Council Member Bagdasarian:That is fine with me
Mayor Burk: Does anybody have an issue if we do that tomorrow?
Council Member Steinberg: Only if we manage to rectify our technical issues
Mayor Burk:That's true That could be a problem Actually,what would we do if we couldn't?
Christopher Spero:Again, it would be up to you.The meeting was properly noticed, and I think it would
be incumbent upon us to monitor what the technology is or isn't doing and then use the Town's social
media through the Public Information Office to let folks know what our capacity is or isn't.
Mayor Burk: Okay, alright So, there is no time thing on the Electnc Vehicle so we can put that at
another work session, and we can do the Mural tomorrow
Council Member Bagdasarian:That's fine There is a reason why I carry a projector in my trunk at all
times
Mayor Burk: I know
Council Member Bagdasarian:You never know.
Mayor Burk: Please run out and get it now
Council Member Steinberg:Well, is there some reason why we don't want to just put it in front of the
meeting tomorrow? I mean, even tomorrow's meeting shouldn't be excessive
Mayor Burk: I mean, I'm willing to wait and put it on another meeting but if there are four people that
want to put it on the meeting tomorrow,that's fine
Council Member Steinberg: I would rather push forward with the Electric Vehicle if we can just put it
in the front.
Mayor Burk:Are there four people that would like to have the Electric Vehicle discussion tomorrow?

Council Member Bagdasarian: Would it go towards the end of the agenda? Because we have a full
agenda tomorrow
Mayor Burk: It would go on the front Right? It would go towards the front So, okay there's two—
Council Member Steinberg: [Unintelligible]
Mayor Burk: -- okay So, we'll postpone that one Are there four people that want to hear the Mural
tomorrow? Four people,four people,four people
Vice Mayor Martinez: [Unintelligible]
Mayor Burk: Okay,you've got three Alright So,we'll do that tomorrow and the Electnc we'll put on at
a future agenda. So, is there a motion to adjourn?
Vice Mayor Martinez: So, moved
Mayor Burk: Second?
Council Member Bagdasarian: Second

Council Member Bagdasarian: I'll bring my projector tomorrow.
Mayor Burk: Who was it's Wait a minute. Who was it that said they d give me money if] ended-the
