CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for JUNE 23, 2009 I) Call to Order: The June 23, 2009 Recreation & Parks Commission meeting was called to order at 5:07 p.m. by Chairperson Charles Wood. II/III) Invocation & Pledge: The Invocation was led by Commissioner Margie Harper and the Pledge of Allegiance was recited by Chairperson Wood. IV) Roll Call: Present Absent Vice Chairperson Gutierrez Commissioner Salazar Commissioner Harper Commissioner Hernandez Chairperson Wood V) Agenda Posting: The Agenda was duly posted for the June 2009 meeting as prescribed by the Brown Act. VI) Approval of Past Minutes: Chairperson Wood called for a motion for review and approval of the minutes for the Recreation & Parks Commission meeting held on May 26, 2009. Vice Chairperson Gutierrez motions for approval of the minutes. Commissioner Harper seconds the motion. All Commissioners voted in favor to approve the minutes and the motion passed. Ayes: 3 Noes: 0 VII) Correspondence: None VIII) Public Orals: None IX) Scheduled Matters: A. 2009-2010 Fiscal Year Budget Briefing -Mark Flores, Interim Deputy Director passed out a memo outlining the increase/decrease of funds in all of the divisions of the Recreation & Community Services Department. He stated that the budget was approved at the last City Council meeting and the City Budget Book should be available within a week or two. The Art in Public Places and Marketing and Grants Divisions have been added to the Recreation Department. The Commissioners had a few questions as Mr. Flores reviewed each division. Mr. Flores also gave information on some of the divisions. Administration: Commissioner Harper asked if the City still has the same security provider. Mr. Flores stated that our current provider is California Protection Security. The City is in negotiations and a decision will be made at the July 21 Council meeting. Art in Public Places: Chairperson Wood asked if the art in front of Lynwood High School will be refurbished. Mr. Flores stated that there is only about $17,000 in the Art in Public Places Fund. Chairperson Wood said he was thinking along the lines of repainting the artwork. Vice Chairperson Gutierrez stated that the artwork on Imperial Highway is a welcome piece for incoming visitors. Mr. Flores stated that bronze statues have been ordered as part of the Art in Public Places program. A company will design bases for the statues that will discourage skate boarding activities on the statues. Bateman Hall: Mr. Flores announced that Bateman Hall is working to book workshops and corporate meetings during the week at Bateman Hall. The rooms are full on the weekends but are not being used enough during the week. Community Promotions -Events haven't been finalized yet. The annual Christmas Parade and Winter Wonderland will most likely take place. Dial-a-Ride: No change in RFP process to obtain another vendor due to contract expiration. If cost is over $15,000 must go through bid process. Marketing: The City website is in the final stages of redesign. It will be more user friendly and have a new look. Online registration will be available for most programs. Natatorium: There was a revenue increase of $4,000. Parking & Business Improvement District: Every Lynwood business gets charged a small fee for doing business in the City. The funds go to pay for minor repairs in the business areas and the Sheriff's enforcement team. Parks & Playgrounds: There will be less programming in the Parks and Playgrounds Division due to a $183,000 cut in funds. Sports: This program operates almost every day of the year including Sundays except for Christmas, Thanksgiving and New Year's Day. Seniors: There is a $38, 801 increase to the Senior Division Youth Center: Funding has been decreased by $21,189. Chairperson Wood stated that he talked to Park Maintenance staff and was told that when the new park opens they will have to make do with the staff they currently have. The Sports division is also understaffed; they will have to operate Ham Park when it opens. Commissioner Harper would like to know what is being done about taggers in the park. Do parents have to come pick-up their kids? Mr. Flores stated that security personnel detains at least one (1) tagger per day. They are held until the Sheriff comes. They are cited, fined and must appear in court. Vice Chairperson Gutierrez stated that the Sheriff's Department should make the youth and their parent(s) clean up the graffiti. Chairperson Wood stated if his kids are late to baseball practice, moms have to run laps. Mr. Flores stated that there is a graffiti tracker system in place that keeps a portfolio of graffiti art styles. X) Staff Reports: A. Facility Usage Report (Attached for review) -Chairperson Wood stated that it is encouraging not to see fee waivers on the Bateman Hall Commitment and Attendance Report. B. Current Programs/Activity Report - July 4~h Celebration -The City Council cut this event by $18,000. There will be no professional musicians as in previous years. Instead there will be a dance competition consisting mostly of local talent. The event will start later in the day at 4 p.m. and fireworks will start at sundown. Food vendors will be available and parking passes will be mailed out before the event. National Recreation Month -Youth Baseball participants will be in attendance at the 7/7/09 Council Meeting to accept a proclamation in honor of National Recreation Month. National Aquatics Month - A proclamation will be presented at the Recreation & Parks Commission meeting to be held on 7/28/09. Mobile Recreation Program - Program will operate on Monday, Tuesday and Wednesday at Mark Twain, Will Rogers and Lincoln elementary schools. The Movies in the Park program will be held in Lynwood City Park on Thursday nights at sundown. Mr. Flores stated he will send a schedule to the Commissioners. 14 & Under Girls Softball Tournament -Chairperson Wood announced we have one good strong team. Games are to be held on 6/26, 6/27 and 6/28 in Lynwood and Redlands. XI) COmmISSIOn OraIS: (Please abide by the 3-minute time limit for each Commissioner) • Chairperson Wood -Announced that Ivory Thomas Jr. has been drafted by the Houston Astros. He has a full scholarship to Cal State Fullerton. • Commissioner Harper -Commented that progress at Ham Park is moving slowly but it's getting done. She also agrees that the park is too close to Atlantic. Understands that cutbacks are necessary and funds are not available but we must be vigilant and keep our eyes on our kids. • Vice Chairperson Gutierrez - No comment • Commissioner Hernandez -Absent • Commissioner Salazar -Absent XII) Adjournment: The meeting was adjourned to the next regularly scheduled meeting to be held at 5:00 p.m. on July 28, 2009 in the Lynwood City Hall Council Chambers.
