October 23, 1971
The Council of Bal Harbour Village met Saturday, October 23, 1971 at
9:30A.M. in the Village Hall.
Present: Messrs. Beatty,Brush,Printup, Taplin and Villeneuve.
Also present were Fred W. Maley, Village Manager; Mary T. Wetterer,
Village Clerk; and Thomas Britton,representing Mr. .Anderson, Village Attorney.
On motion of Mr. Taplin, seconded by Mr. Brush and unanimously voted the
minutes of the previous meeting of September 25, 1971 were approved as.submitted.
Mr. Maley told the Council tat Dade County had rejected all bids and that
there would not be a helicopter sightseeing service at Baker's Haulover.
Inasmuch as the proposals for the Superintendent's residence were not satis-
factory, Mr. Maley said he would continue to negotiate withtcontractors for prices.
Mr. Maley said he had been informed by the Dade County Fire Department that
they would accept Engine #9 as a display item for parades, etc., and it would temporarily
be housed in North Miami. It was moved by Mr. Taplin that a title transi�er containing
a reverter clause be prepared for #9 and that a request be made to house it in the new
Baker's Haulover Station when completed. Also that an appropriate plaque be affixed.
The motion was seconded by Mr. Villeneuve and unanimously voted.
The Council was informed by Mr. Maley that Dade County will operate the Surf-
Bal-Bay library until January 31$ 1972 at the contract price formerlq'paid the City of
Miami. After that time the Town of Surfside will take over the operation fof the same fee.
Chief Dupuy reported to the Council that taxi operations in the Village were
satisfactory. On motion of Mr. Brush, seconded by Mr. Beatty and unanimously voted,
taxi permits were granted as follows: AAA Auto Leasing, d/b/a White Cab0-15; Morse Taxi,
11; North Beach Yellow, 14; Surf Cab Company, 6.
Mr. Maley and Chief Dupuy explained that there is a substantial theft problem
in several of the hotels due to inadequate hotel security forces. It was the opinion
of the Council that the hotel managers should be asked to attend the next Council
meeting to discuss this matter.
The Village Manager said that since the Council had rescinded the Civilian
Identification Ordinance several employers had requested that we issue them on a
voluntary basis. It was suggested that Mr. Anderson give us an opinion on how these
can be issued.
Mr. Maley was given permission to change the color of the police vehicles
to a lighter shade next year due to the problems of cooling the black cars.
• The Council was informed that the prototype hotel sign for all oceanfront
properties had been installed at the Americana Hotel., Mr. Maley said he.would like
their comments and those of the hotels at the next meeting.
3 The Manager then discussed the status of the beach project and said the
1 letter to the property owners would be ready to go out within the next couple of
weeks.

There being no further business on motion of Mr. Brush, seconded by
Mr. Villeneuve the meeting was adjourned at 10:50A.M.

The Council of Bal Harbour met Saturday, November 27, 1971Fat 9:30 A.M.
in the Village Hall.
Present: Messrs. Printup, Taplin and Villeneuve
Absent: Messrs. Beatty and Brush .
Also present were Fred W. Maley, Village Manager; Helen E. Carver, Deputy
.Village Clerk; and Thomas Britton, representing the Village Attorney, Thomas Anderson.
On motion of Mr. Taplin, seconded by Mr. Villeneuve and unanimously voted
the minutes of the previous meeting of October 23, 1971 were approved as submitted.
Mr. Maley and the Council discussed with the hotel owners and managers present,
the uniform entrance signs to be placed in front of the hotels and apartments to be
furnished by the Village. It was the Council's decision that Mr. Maley and Mr. Dorin of
Claude Maintenance, the sign manufacturer, would contact the remaining hotels and apart-
ments and determine if they are willing to accept this sign to be placed between the
sidewalk and property line in place oftheir existing signs and discuss with them the
particular wording and motiff for each property.
On motion of Mr. Taplin, seconded by Mr. Villeneuve and unanimously voted the
Americana was granted use of the garage space for convention purposes through Apri1,1972.
The Council discussed with the hotel representatives the increasing number of
Hotel room thefts in the ocean front properties. After a review of the situation and
recommendations by Chief Dupuy and Captain Staubesand, it was decided that Mr. Maley would
contact all the oceanfront properties not represented at this meeting and see what they
are willing to do to increase their own security. Mr. Britton was instructed to draw an
Ordinance for the next council meeting requiring the hotels to post notices in the rooms
regarding deposit of valuables in hotel safety deposit boxes. It was moved by Mr. Taplin
seconded by Mr. Villeneuve and unanimously voted that the Village hire two additional
detectives to patrol the Collins Avenue area providing that the hotels and apartments
agree to augment their security forces to an extent that it will help alleviate the
situation.
