SUMMARY STATEMENT:
The Idaho Office of Energy has released a Request for Proposals for the Energy Efficiency and
Conservation Block Grant (EECBG). Four city staff member have reviewed the criteria and are
recommending submission of an application to include: 1) development of an Energy Efficiency and
Conservation Strategy for the City of McCall, 2) Energy Audits for City buildings, and 3) building retrofits
as funding allows. The proposal is in the preliminary stages of development, and staff is consulting with
City of Donnelly regarding a partnership which would allow the two cities to apply for up to $200,000 for
the project. The final proposal would be reviewed by the City Council at the December 3, 2009 meeting.
It is anticipated that the project would involve the development of a comprehensive energy strategy for all
City Departments, using a consulting firm to perform the work, along with energy audits for all buildings,
performed by local contractors specializing in insulation, lighting, HVAC, etc. Staff is currently working
with energy experts/consultants on the components of the strategy. Based on the cost of those two
components, it would be recommended a retrofit be made to City buildings based on the energy audit
already completed for City Hall and the library buildings and efforts by the EAC if sufficient funding
remains.
RECOMMENDED ACTION:
Authorize staff to develop an EECBG application and work with the City of Donnelly to determine
feasibility of a joint partnership for the grant application. Application to be reviewed at December 3,
2009 Council meeting.
