SUMMARY STATEMENT:
Attached is a summary of the Airport Noise Program which was previously reviewed by City Council with
instructions to bring it to City Council in Ordinance Form. Also Attached is a DRAFT Ordinance
incorporating this program into Title 8-16 of City Code. 8-16-2 includes a maximum running time for
aircraft auxiliary power units (APU) of 30 minutes. There has been additional discussion of adopting a fee
for running an APU over 30 minutes because of environmental reasons including but not limited to noise,
energy conservation, eliminating greenhouse gasses and so forth. To adopt a fee like this, we would need to
hold a public hearing and adopt the fee via resolution.
RECOMMENDED ACTION:
1. Suspend the rules, read by title only, one time only Ordinance No. 869.
