SUMMARY STATEMENT:
Graham Hubner with McCall Mortgage Company will present to the Council, Rural Development's (RD)
update on the Land Lease. RD has provided a model lease for the Council to review that could help all
lenders on the McCall Avenue homes. This model lease was developed by the Community Land Trust and
is an accepted affordable housing lease across the lending spectrum. The city may make the lease more
specific to their needs and properties but is an "iron clad" affordable house lease that RD feels will protect
the city's desires while making the properties a streamlined lending process for all potential lenders.
Attached is a model Community Land Trust Ground Lease from Rural Development and a Commentary on
CLT Leases from the National CLT Network website www.cltnetwork.org .
RECOMMENDED ACTION:
Direct staff to pursue amending the current McCall Avenue Ground Leases to reflect the Community
Land Trust Ground Lease from Rural Development.
