ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Deeken, Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Ward, and Wiseman Absent: None ADOPTION OF THE AGENDA Councilmember Schreiber motioned and Councilmember Ward seconded the motion to adopt an amended agenda, adding item iv. Real Estate [Sec. 610.021(2)] under item 21. Closed Session. Resolution RS2022-51 will be taken up before bills introduced. The motion passed unanimously by voice-vote. MISCELLANEOUS AGENDA ITEMS Mayor Tergin presented the “Service Month” Proclamation to Ken Hussey with Serve Jeff City and Janet Wear-Enloe with Mission JC. Mayor Tergin presented the “Fair Housing Month” Proclamation to Blake Werner, President, Jefferson City Board of Realtors. Blake Werner presented the Jefferson City Board of Realtors “Fair Housing” poster contest winners. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Shiela Pearre, Director of Finance and I.T. presented the City’s monthly financial update. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration – There was nothing to report at this time. • Finance Committee – There was nothing to report at this time. • Public Safety Committee – There was nothing to report at this time. 2 REGULAR COUNCIL MEETING, APRIL 3, 2023 • Public Works & Planning Committee –The next meeting is April 13th, 7:30 A.M. in Council Chambers. Mayor announcements: • April is “Soy Month”. Mayor Tergin encouraged citizens to visit the Missouri Soybean Association located in Jefferson City. • Election Day is tomorrow, April 4, 2023. • The City will host a thank you open house recognizing outgoing Mayor Tergin on April 14th, 2:00 P.M. – 4:00 P.M. in Council Chambers. • Mayor Tergin will host a thank you reception on April 13th, 4:30 P.M. – 6:30 P.M. at 325 E. Capitol to thank citizens for the opportunity to serve the City as their Mayor for the last eight years. • The Chamber’s Young Professionals Wine Competition is April 13th, 5:00 P.M. – 8:00 P.M., at Capital Bluffs Event Center. The proceeds will benefit the Special Learning Center. Councilmember Lester announced CMCA’s fundraising event, the Harlem Wizards game scheduled for April 12th at Helias Catholic High School. Tickets are $20.00. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Octavia Ailsworth announced the following: Virtual Admissions Presentation for New &Transfer Students: For anyone interested in joining the Blue Tiger Family, there will be a virtual admissions presentation for transfer students on Wednesday, April 5 from 6:30pm- 7:30pm and for first time students Thursday, April 13th from 6:30pm-7:30pm on zoom and registration is required. Landing After Hours: On Wednesday April 5, the Missouri States Museum’s “Landing After Hours” program and Lincoln University are partnering to host “Mapping Missouri’s Black Towns and Settlements”. They will discuss the background and vision for their nation-wide Black Towns and Settlements Mapping Project. This is open to the public and will take place from 7:00pm-10:00pm in the Scruggs University Center Ballroom. Free Day: On Friday, April 7, Lincoln University will be closed for a free day. Lincoln University Open Track Meet: We would like to invite everyone to support our Blue Tiger men’s and women’s track and field teams. The open track meets will be all day on Friday, April 7 and Saturday, April 8 at Dwight T. Reed Stadium. First Love Lincoln Easter Service: On Sunday, April 9, First Love church will be holding an Easter Service at 6:00pm in the SUC Blue Tiger Den. An Easter Egg hunt and photos with the Easter bunny will also be included. All are welcome. 3 REGULAR COUNCIL MEETING, APRIL 3, 2023 Softball Field Unveiling: The Lincoln University softball team would like to cordially invite everyone to the unveiling of the Lincoln Softball Field on Tuesday, April 11 at 6:00pm at the softball parking lot overseeing field 1127 Chestnut Street. NEW BUSINESS It was decided a process for determining who will fill Mayor-Elect Fitzwater’s Fourth Ward Seat will be decided by the new City Council.
