Roll Call The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session April 19, 2016 at 6:00 p.m. Mayor Pro -Tem Mike Ryan called the meeting to order. Upon roll being called the following named council members were present: Peggy Upton, Jim Bartels, Al Havens, Jo Kahler, Mike Ryan. Absent: Mayor Steve Berner. Also present: City Administrator/Clerk Doug Boldt, City Engineer Ben Carhoff, Deputy City Clerk Ashley Platz, and other visitors. B. Agenda Additions/Agenda Approval Motion to approve Work Session Agenda by Kahler. Second by Bartels. All ayes, agenda approved. C. Discussion with Chris Hoffman — Moxie Solar — Solar Panels on City Hall Chris Hoffman, Moxie Solar Sales Rep, spoke about the solar panel project for City Hall, a power purchase agreement and spoke about the pros and cons of such agreement. City Hall roof will hold up to 22- 6.05kW panels. Spoke about the benefits and answered council's questions. D. Tour of Springmier Library Motion to temporarily adjourn Work Session by Bartels. Second by Upton. All ayes, motion carried. Temporarily adjourned the meeting at 6:18 PM *Meeting temporarily adjourned to drive to Springmier Library for a tour and will resume meeting once on site* Motion to resume meeting by Bartels. Second by Upton. All ayes, meeting resumed at 6:22PM Motion to adjourn the work session by Havens. Approval of Special City Council Minutes Motion to approve consent agenda which includes April 5`" City Council Minutes and April 12"' Goal Setting Session Minutes by Havens. Second by Bartels. Resolution 2016-026 — Resolution Accepting Recommendations from the Iowa Department of Transportation for Speed Limit Changes on Highway 6 Motion to approve Resolution 2016-026 Resolution Accepting Recommendations from the Iowa Department of Transportation for Speed Limit Changes on Highway 6 by Kahler. Second by Havens. Roll Call: Havens, Bartels, Upton, Kahler, Ryan. All ayes, Resolution 2016-026 approved. J. Old Business 1. City Council i��,eii la Page 2 of 3 K. Motions for Approval 1. Consideration of Payables List — Motion to Approve by Bartels. Second by Kahler. All ayes, motion carried. 2. Consideration of Pay Estimate #1 — Metro Pavers, Inc — Motion to Approve by Bartels. Second by Upton. All ayes, motion carried. 3. Discussion and Consideration of Special Events Permit for Bella Sala and Council Action as Needed Motion to approve Bella Sala's Special Event Permit by Bartels. Second by Kahler. All ayes, motion carried. 4. Discussion and Consideration of Purchase of New Mower for Parks Department and Council Action as Needed Motion to approve the purchase of a New Mower ZD 1211 L-72 from Gary's Tractor for the Parks Department by Kahler. Second by Upton. All ayes, motion carried. L. Reports to be Received/Filed 1. M. Reports from City Personnel 1. Mayor's Report — Absent 2. City Council Reports — Nothing. 3. Director of Public Work's Report — Redbird Run has a sink hole and needs to repair due to the poor street construction. 4. Building Official Report — Absent 5. City Engineer's Report — Randy with Hart -Frederick Consultants, presented 2 maps of the proposed Waste Water Treatment Plant expansion design and grading plans. Bid date for Phase 1 will be in June. Phase 1 should be done by June 2017 and phase 2 should be awarded prior to completion of Phase 1. Jay Anderson — Gave update on current project on Roberts Ferry. Light Poles have been delivered at Willow Ridge. 6. City Attorney's Report — RISE Grant and an agreement with High Development. Roberts Ferry Road easement acquisitions process will begin shortly. 7. City Administrator's Report — Clear Creek Water Shed meeting will be at City Hall at 5:OOpm. Open Burning April 16-17, 23-24, April 30 -May 1, and May 7-8. N. Adiournment Motion to adjourn by Kahler.
