Upon roll being called the following named council members were present: Peggy Upton, Jim Bartels, Al Havens, Jo Kahler, Mike Ryan. Absent: None. Also present: City Administrator/Clerk Doug Boldt, City Engineer Ben Carhoff, Deputy City Clerk Ashley Platz, Building Official Brian Shay, Public Works Director Brett Mehman, Assistant Public Works Director Brian Detert, Parks Director Jonas Zimmerman, Public Works Maintenance Worker Justin Fields, Utility Billing Clerk Amy Shaull, and other visitors City Administrator Doug Boldt facilitated the discussion. Doug gave a general overview of the ground rules and explained the meeting timeline. He briefly reviewed the responses to the Goal Setting Questionnaire. We discussed the major accomplishments, issues or concerns, significant initiatives or programs, long-term significant initiatives or programs, and teamwork. Council voted on Significant Initiatives or Programs they wish to start within 12 to 24 months: Completion of Annexation possibilities in Comp Plan, Create a Finance Officer/City Clerk position and/or Assistant City Administrator Position as growth continues, Design & Urbanization of Old Town, and City Hall expansion project received the most votes. For the long term Significant Initiatives or Programs council voted and the top choices were: Developing an Enterprise Zone in Original part of town to encourage business growth and Community/Recreation Center.
