SUMMARY STATEMENT:
There are still unresolved issues regarding the proposed recycle center site that have prevented Recycle
Partners from moving forward with construction. Please refer to attached memo from Public Works Director
Tim Swanson updating the status of the Recycle Center. Recycle Partners received FY09 LOT funding of
$44,000. They will be unable to complete the recycle center by October 24, 2009 as LOT funding requires.
Prior to October 24, 2009, the Council should decide if they would like to create a new agreement with
Recycle Partners which allows the $44,000 LOT funding for 2009 to roll over to 2010 thus extending the
agreement for one year; OR ask Recycle Partners to return the $44,000 LOT funding. If the agreement is
extended give direction to staff regarding their involvement with getting the Recycle Center built.
Staff recommends creating a new agreement which extends the completion date of the recycle center for one
year, and supporting staff involvement to help solve the access issue to the proposed parcel.
RECOMMENDED ACTION:
Extend the LOT Agreement with Recycle Partners for one year to October 24, 2010 and authorize the
mayor to sign all necessary documents.
