Call to Order — 6:30 PM
A. Roll Call
The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session
March 22, 2016 at 6:34 p.m. Mayor Berner called the meeting to order. Upon roll
being called the following named council members were present: Peggy Upton, Jim
Bartels, Al Havens, Mike Ryan. Jo Kahler. Also present: City Administrator/Clerk
Doug Boldt, City Engineer Ben Carhoff, Building Official Brian Shay, Deputy City
Clerk Ashley Platz, other visitors.
B. Agenda Additions/Agenda Approval
Motion to approve the agenda by Ryan.
Second by Upton.
All ayes, motion carried.
C. Discussion/Ouestions from Council Members regarding items on the Regular
City Council Agenda
Workforce Housing Tax Incentive Program — Doug Boldt gave background as to
what has been asked of the city from the developer from Willow Ridge to build
affordable housing in Tiffin. Council discussed how to ensure the savings to the
homeowners instead of going directly into the developers pocket.
Havens- had a question about the history of the M-1 and M-2 zoning and why the
request to add athletic facility to the acceptable zoning. Building Official Brian
Shay explained the direction of what P&Z has directed.

Bartels, Al Havens, Jo Kahler, Mike Ryan. Absent: None. Also present: City
Administrator/Clerk Doug Boldt, City Attorney Michael, City Engineer Ben
Carhoff, Deputy City Clerk Ashley Platz, Building Official Brian Shay, and other
visitors

Deputy Adolph- Spoke about Crisis Intervention Training Program and plans on showing a video and
present next meeting.
Lindsey- AmeriCorps member- spoke about Kites for Kids April 16`h from 12-2pm at City Park
Soccer fields, with a rain date of April 22°d. Requesting donations, volunteers and having a Mayoral

Motion to amend comments under Mike Ryan's minimum wage discussion change to "not in support of
Johnson County Minimum wage" by Ryan. Second by Upton. All ayes, Motion carried.
Motion to approve consent amended agenda which includes City Council Minutes from March 8, 2016 by
Upton.

background of the Workforce Housing Tax Incentive Program and how it
can apply to Tiffin.

1. Mayor's Report — Spoke about the potential of the frontage road by Throttle
Down.

3. Director of Public Work's Report — Not present.
4. Building Official Report — Looking into revamping the Zoning Ordinance
and Business table. Requests to have a work session with P&Z and Council.
5. City Engineer's Report — Ben Carhoff- Randy working Ph -1 preliminary
drawings to be done next week to meet with Brett & Doug. Jay Anderson -
2 -3 weeks Contractor will be in town to start Roberts Ferry Rd then work on
HWY 6 during the process. Time frame to finish is 2.5-3 months.
6. City Attorney's Report — Nothing.
7. City Administrator's Report — Gave council a copy of the FYI 6-17 Budget.
Wants to set April 12th as a goal setting session at 5:OOpm.
