They have requested permission to hang the banner from August 7 — 17, 2009. They have also requested to hang the banner across Hwy 55 on the west side of town in front of Shore Lodge. The regular banner location at the south end of town near Jacob Street is already booked. If the application to hang the banner is approved, Rick Mooney of Shore Lodge will hang the banner on an existing cable across the highway, near the entrance to the Shore Lodge. The cable is attached to an abandoned utility pole and a tree, both located in the right-of-way. There are currently no provisions in the City's highway banner system for a banner to be hung at that location. Staff is in the process of reviewing the banner guidelines and City code and will consider the possibility of having this west -side location in the program. In order to accommodate this event, and in consideration of the facts that there are an existing cable across the highway and Shore Lodge personnel will install and remove the banner, staff recommends a one-time approval for this location. Revisions to the banner program and guidelines will be presented for Council's consideration at a future date.
