A RESOLUTION : ENDORSING THE APPLICATION FOR THE VIRGINIA
DEPARTMENT OF TRANSPORTATION FISCAL YEAR 2023
STATE OF GOOD REPAIR PROGRAM FUNDING FOR MILLING
AND RESURFACING CERTAIN STREETS WITHIN THE TOWN
AND AUTHORIZING THE TOWN MANAGER TO EXECUTE THE
PROJECT ADMINISTRATION AGREEMENTS
WHEREAS, the Town applied to the Virginia Department of Transportation (VDOT) for
State of Good Repair funds for Fiscal Year 2023; and
WHEREAS, the VDOT State of Good Repair Program provides funding to local
governments to maintain the highway system within that jurisdiction; and
WHEREAS, the Town of Leesburg was successful in its application for milling and
resurfacing of various streets within the Town to be funded through the VDOT State of Good Repair
Program; and
WHEREAS, in accordance with the Commonwealth Transportation Board construction
allocation procedures, it is necessary that a resolution be received from the sponsoring local
jurisdiction requesting the Virginia Department of Transportation(VDOT) to establish a project in
the Town of Leesburg.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
1. The Town Council supports the VDOT Fiscal Year 2023 State of Good Repair Program
applications for street resurfacing maintenance projects.
2. The Town of Leesburg requests the Commonwealth Transportation Board to establish a
project for milling and resurfacing of selected streets in the Town of Leesburg.

PROJECT ADMINISTRATION AGREEMENTS
3. The Town of Leesburg hereby agrees to provide funding for preliminary engineering,right-
of-way, and construction of this project for costs in excess of the awarded grant amounts
in accordance with the project financial documents.
4. The Town of Leesburg hereby agrees to enter into a project administration agreement with
VDOT and provide the necessary oversight to ensure the project is developed in
accordance with all applicable federal,state and local requirements for design,right-of-way
acquisition, and construction of the project.
5. If the Town of Leesburg subsequently elects to cancel the project, the Town of Leesburg
hereby agrees to reimburse VDOT for the total amount of costs expended by VDOT
through the date VDOT is notified of such cancellation.The Town of Leesburg also agrees
to repay any funds previously reimbursed that are later deemed ineligible by VDOT.
6. The Council of the Town of Leesburg hereby grants authority for the Town Manager to
execute project administration agreements, as well as other documents necessary for
approved projects.
