Appointments to the Residential Traffic Commission Council Member Steinberg noted that his current Residential Traffic Commissioner Deepan Patel had graciously agreed to carry over until he could find a replacement but that he no longer needs to be reappointed as Mr. Steinberg noted he has found a new replacement appointee that will be approved at the January 10 Council Meeting. Mr. Steinberg asked for Mr. Patel's name to be removed from the draft resolution. MOTION2023-003 On a motion by Council Member Steinberg, seconded by Council Member Cummings, the following was proposed: RESOLUTION 2023-010 Making Appointments to the Residential Traffic Commission with Deepan Patel removed The motion was approved by the following vote: Aye: Bagdasarian, Cimino-Johnson, Cummings, Nacy, Steinberg, Wilt and Mayor Burk Nay: None Vote: 7-0 h. Appointments to the Planning Commission Mayor Burk requested that the question be divided for Planning Commission appointments. RESOLUTIONS /ORDINANCES / MOTIONS a. Appointment of Vice Mayor Mayor Burk took nominations from the floor. Council Member Cummings nominated Council Member Steinberg. Council Member Nacy nominated herself. MOTION2023-008 On a motion by Council Member Cummings, seconded by Council Member Bagdasarian, the following was proposed: I move to approve Council Member Neil Steinberg to a two-year term as Vice Mayor. The motion was approved by the following vote: Aye: Bagdasarian, Cimino-Johnson, Cummings, Steinberg and Mayor Burk Nay: Nacy, Wilt Vote: 5-2 41Page COUNCIL ORGANIZATIONAL MEETING January 9, 2023 MOTION On a motion by Council Member Nacy, seconded by Council Member Wilt, the following was proposed: I move to approve Council Member Kari Nacy to a two-year term as Vice Mayor No vote was taken on this motion as there was majority support for Council Member Steinberg. b. Making Councilmanic A000intments Mayor Burk took straw votes for Council Members to fill the following Councilmanic positions. MOTION2023-009 On a motion by Vice Mayor Steinberg, seconded by Council Member Cimino-Johnson, the following was proposed: 5 1 Page COUNCIL ORGANIZATIONAL MEETING January 9, 2023 RESOLUTION2023-012 Making Councilmanic Appointments, as amended The motion was approved by the following vote: Aye• Bagdasarian, Cimino-Johnson, Cummings, Nacy, Vice Mayor Steinberg, Wilt and Mayor Burk Nay: None Vote: 7-0 c. Town Proclamations—Annual Calendar Year and Amendments to Process Mayor Burk reviewed the process of approving the annual proclamation list. The approved list will be in place for calendar years 2023 and 2024. It was the consensus of Council to approve the list, as presented. Mayor Burk also discussed the amendments to the proclamation process which outlines the procedure for Council Members to request proclamations under the "Additions to Future Meetings" section at any Council Meeting and when a Member asks for a proclamation in a shorter timeframe that they provide the requested proclamation text to staff. MOTION 2023-010 On a motion by Council Member Nacy, seconded by Council Member Cummings, the following was proposed. Does anybody have anything they want removed? Council Member Neil Steinberg: Madam Mayor, I have a change I need to make, please Mayor Burk:All right Council Member Steinberg: In the new appointments to the Residential Traffic Commission, Deepan Patel,who had graciously agreed to carry over now no longer needs to because I have acquired a new appointee,so I'd like to remove his name from the Residential Traffic Commission.Tomorrow there will be another name entered for us to vote on Mayor Burk: Excuse me, does Mr Steinberg need to remove that and we vote on that? That's 7-0 All right, we got those all taken care of The Loudoun County Economic Development Advisory Commission, that is, the Mayor or designee, would anybody like to be the alternate? This meets at various places generally on the eastern end of the County at eight o'clock in the morning on, I think its the third Thursday of the month. Would anybody like to be the designee? Council Member Cimino-Johnson: I would do both Mayor Burk: Now, that doesn't mean that you'll do it every other time, it's lust if I can't attend Council Member Cimino-Johnson:Yes Mayor Burt Okay, Dr Cimino-Johnson All in favor? It's every other month and it's on a Wednesday, I believe, a Wednesday evening Anybody interested in doing that one?You want to do it?Okay, Ms Nacy put her name forward.Anybody else?All in favor indicate by saying aye Members:Aye Mayor Burk: Pass 7-0 The Northern Virginia Transportation Authority Planning Coordinating Advisory Committee This is also another committee I think it meets on the same day, but it meets earlier like at 4 30 and on that same Wednesday, but this is also In Fairfax County near Fairfax Hospital Anybody interested in doing that one?It's the same night It's starts at like 4 30 and it ends at like 6 30, and then the Virginia Transportation Authority starts at 7 00 Council Member Nacy: [inaudible] Mayor Burk: Oh, you are Council Member Nacy: I will already be there Mayor Burk: Okay.All in favor say yes Members: Aye Mayor Burk: The Annexation Development Policy, do we need anybody on that at this point? Do we even have that still? Eileen Boeing: [inaudible] Page 6 I January 9, 2023 Mayor Burk: Okay Yes, that's what we've been doing with the County is discussing annexation and that we've been alternating that one, so I don't think we need to fill that one at this point The next section is these are communities from the Virginia Municipal League. They meet twice a year, once in Richmond and the other meeting would be right before the convention and the convention is in different locations For instance,the convention this year is in Norfolk,next year, I can't remember where it goes Oh, it goes to Richmond the next year You have one meeting in Richmond in the summertime, and then another meeting would be in October during the convention, the VML convention These commissions that they had. these committees that they have are all very interesting because they involved all other elected people from different localities around the state of Virginia You get a lot of interesting discussions based on where people are from and what's going on in that locality. We will put the names forward, but VML will pick who is on that commission, so even if you put your name forward,you may not get on it,but in all likelihood,you will Does anybody want to be on the Community and Economic Development Committee? Council Member Cimino-Johnson: I'll put my name too Mayor Burk: Okay, Dr Cimino-Johnson Finance, anybody want to be on the Finance Committee? Council Member Cimino-Johnson: I will Mayor Burk: I think you can only be on one They still only want to nominate one Council Member Cimino-Johnson: Okay Mayor Burk: Do you want to? Council Member Cummings: I put my name forward Mayor Burk: Oh, okay, Mr Cummings Infrastructure Vice Mayor Steinberg:I'll do that I think that's now the environmental infrastructure and transportation I think they combined the three Mayor Burk: Oh, okay, and Human Development and Education Anybody want to do that one? Then it goes on to, like I said, I think there's 40-some, Eileen Are there 45?These will be automatic and you will not have to make motions These will automatically come before us If there is any that you are not comfortable with and do not want to support, you most certainly cannot sign the proclamation at the time, but these are the ones that we have had for the last number of years Does anybody have any questions or concerns about this one? Moved by Ms Nacy Council Member Cummings: Second Mayor Burk: Seconded by Cummings All in favor of accepting these different proclamation dates indicate by saying aye Members:Aye Mayor Burk: Opposed?That passes 7-0 Now, there is also a slight change to our procedure Let me see where I'm coming to it, okay If you go down to page 123, it says required advanced requests for Page 8 I January 9, 2023 proclamations during additions to future meeting sections Previously, people had been calling either me or staff to try to get proclamations on It was a very cumbersome process to do it this way, so in our agenda, we have a line that says "addition to future meetings, every meeting" That will be the time to bring up proclamations That way everybody is aware of it, the discussion can be held openly, and it's a much more efficient process to do it that way Then the second change, and these changes came about because I met with Ms Boeing and Ms Belote who deal with the proclamations, and Ms ,what's Conna's last name? Kaj Dentler:Alvarez Mayor Burk: Ms.Alvarez and they're the ones that deal with the proclamations on a regular basis As we discussed it,these were the things that they suggested that we change and I agreed with Then the sponsoring The second change was sponsoring council member--Wait, I got to read this This one is, "Suspension of the rules is not required if a proclamation is presented in a shorter timeframe The sponsoring Council Member must provide the proclamation text when the request is made for a proclamation to be presented at the next immediate Council meeting" So if on Monday, you say, "I want to honor Ms Smith because she saved her dog from the pound"or something, [chuckles]that wasn't a very good example, but anyway, so you bring that up on Monday Ms Smith is going out of town so she can't accept it any other time but the next day, so you're asking for a shorter time period That's okay if you get the four votes or the four headshakes or whatever, but you have to get the text together to give to staff because they will not have the time if it's the next day to look up the research on it That's the change there It's not a major change It doesn't happen very often,but on occasion it does,and when it does, staff really has to stop everything they're doing just to make sure this one proclamation is researched That's it Those are the two changes there Anybody have any questions on those?
