Economic Development Advisory Commission, that is, the Mayor or designee, would anybody like to
be the alternate? This meets at various places generally on the eastern end of the County at eight
o'clock in the morning on, I think its the third Thursday of the month. Would anybody like to be the
designee?

Mayor Burk: Now, that doesn't mean that you'll do it every other time, it's lust if I can't attend
Council Member Cimino-Johnson:Yes
Mayor Burt Okay, Dr Cimino-Johnson All in favor?
Members:Aye
Mayor Burt Opposed?Okay The Northern Virginia Regional Commission, that, again, is the Mayor's
position, but if somebody would like to be the alternate on that one Anybody? That one meets at night,
again, on the third Thursday of the month and that's out in Fairfax Mr Steinberg. you would be willing
to do that?Okay All in favor indicate by saying aye
Members:Aye
Mayor Burt Anybody opposed? All right, the next one is the Northern Virginia Transportation Authority
Advisory Committee That is an advisory, it's a subcommittee of the Northern Virginia Transportation
Authority, and it meets in Fairfax. It's every other month and it's on a Wednesday, I believe, a
Wednesday evening Anybody interested in doing that one?You want to do it?Okay, Ms Nacy put her
name forward.Anybody else? All in favor indicate by saying aye
Members:Aye
Mayor Burk: Pass 7-0 The Northern Virginia Transportation Authority Planning Coordinating Advisory
Committee This is also another committee I think it meets on the same day, but it meets earlier like at
4 30 and on that same Wednesday, but this is also In Fairfax County near Fairfax Hospital Anybody
interested in doing that one? It's the same night It's starts at like 4 30 and it ends at like 6 30, and then
the Virginia Transportation Authority starts at 7 00
Council Member Nacy: [inaudible]
Mayor Burk: Oh, you are
Council Member Nacy: I will already be there
Mayor Burk: Okay. All in favor say yes
Members: Aye
Mayor Burk: The Annexation Development Policy, do we need anybody on that at this point? Do we
even have that still?
Eileen Boeing: [inaudible]
Page 6 I January 9, 2023
Mayor Burk: Okay Yes, that's what we've been doing with the County is discussing annexation and
that we've been alternating that one, so I don't think we need to fill that one at this point The next
section is these are communities from the Virginia Municipal League. They meet twice a year, once in
Richmond and the other meeting would be right before the convention and the convention is in different
locations For instance, the convention this year is in Norfolk, next year, I can't remember where it goes
Oh, it goes to Richmond the next year You have one meeting in Richmond in the summertime, and
then another meeting would be in October during the convention, the VML convention
These commissions that they had. these committees that they have are all very interesting because
they involved all other elected people from different localities around the state of Virginia You get a lot
of interesting discussions based on where people are from and what's going on in that locality. We will
put the names forward, but VML will pick who is on that commission, so even if you put your name
forward, you may not get on it,but in all likelihood, you will Does anybody want to be on the Community
and Economic Development Committee?
Council Member Cimino-Johnson: I'll put my name too
Mayor Burk: Okay, Dr Cimino-Johnson Finance, anybody want to be on the Finance Committee?
Council Member Cimino-Johnson: I will
Mayor Burk: I think you can only be on one They still only want to nominate one
Council Member Cimino-Johnson: Okay
Mayor Burk: Do you want to?
Council Member Cimino-Johnson: No
Mayor Burk: We'll come back to it General Laws Basically, that's the legislative commission
committee Nobody?
Council Member Cummings: I put my name forward
Mayor Burk: Oh, okay, Mr Cummings Infrastructure
Vice Mayor Steinberg:I'll do that I think that's now the environmental infrastructure and transportation
I think they combined the three
Mayor Burk: Oh, okay, and Human Development and Education Anybody want to do that one? We
don't have to put names forward if people don't want to do it, but we do have somebody for the
Community and Economic Development, for General Laws, and infrastructure and everything else you
said Thank you all for being willing to serve on those I believe that is it for this part of it Now is there
any--
Christopher Spera: Madam Mayor?
Mayor Burk:Yes
Christopher Spera:Just as housekeeping matters, you did all of those with informal 7-0 vote, but there
was never a formal motion and a second I think what would make sense is somebody would make a
motion to approval all of the foregoing Somebody make a second, so we have that on the record, and
that way, Is are dotted,Ts are crossed
Mayor Burk: Okay, so that's for the regional commissions
Christopher Spera: For everything
Mayor Burk: Oh,for everything
Page 7 I January 9, 2023
Christopher Spera: Everything you just did All the councilmanic liaisons and what you just did for the
regional commission.
Mayor Burk: Okay, so would someone make that motion to accept all the-
Vice Mayor Steinberg: So moved
Mayor Burk:-appointments to the councilmanic appointments and the regional commissions and the
VML League?
Council Member Cimino-Johnson: I'll second
Mayor Burk:Okay, Mr Steinberg and seconded Dr Cimino-Johnson,and all in favor indicate by saying
aye
Members:Aye
Mayor Burk: Opposed? Okay, that passes 7-0, all right? There is no new business
Kaj Dentler There's the proclamations
Mayor Burk: Proclamations?
Kaj Dentler The process for town proclamations
Mayor Burk: I'm sorry, I don't see it 5c Oh, okay All right, and this one, the town proclamations, let
me pull it back up again so I can talk intelligently about this This is a list of the, here we go,the, is it 40
or so?
Eileen Boeing: jnaudible]
Mayor Burk: Pardon me
Eileen Boeing: (inaudible]
Mayor Burk: Oh Oh, okay [laughs]
Speaker'There we go The time is gone
Mayor Burk: I hope it's coming back, but we have an annual list of proclamations that have been set
in place to recognize, not individuals, but more groups and things like Black History Month, COVID-19
Victims and Survivor Memorial Day, Women's History Month, Irish American Heritage Month, Keep
Leesburg Beautiful. Then it goes on to, like I said, I think there's 40-some, Eileen Are there 45?These
will be automatic and you will not have to make motions These will automatically come before us
If there is any that you are not comfortable with and do not want to support, you most certainly cannot
sign the proclamation at the time, but these are the ones that we have had for the last number of years
Does anybody have any questions or concerns about this one? All right, do we need a motion and a
vote on this one? Can I get a motion? Moved by Ms Nacy
Council Member Cummings: Second
Mayor Burk: Seconded by Cummings All in favor of accepting these different proclamation dates
indicate by saying aye
Members:Aye
Mayor Burk: Opposed? That passes 7-0 Now, there is also a slight change to our procedure Let me
see where I'm coming to it, okay If you go down to page 123, it says required advanced requests for
Page 8 I January 9, 2023
proclamations during additions to future meeting sections Previously, people had been calling either
me or staff to try to get proclamations on It was a very cumbersome process to do it this way, so in our
agenda, we have a line that says "addition to future meetings, every meeting" That will be the time to
bring up proclamations
That way everybody is aware of it, the discussion can be held openly, and it's a much more efficient
process to do it that way Then the second change, and these changes came about because I met with
Ms Boeing and Ms Belote who deal with the proclamations, and Ms ,what's Conna's last name?
Kaj Dentler:Alvarez
Mayor Burk: Ms.Alvarez and they're the ones that deal with the proclamations on a regular basis As
we discussed it,these were the things that they suggested that we change and I agreed with Then the
sponsoring The second change was sponsoring council member--Wait, I got to read this This one is,
"Suspension of the rules is not required if a proclamation is presented in a shorter timeframe The
sponsoring Council Member must provide the proclamation text when the request is made for a
proclamation to be presented at the next immediate Council meeting"
So if on Monday, you say, "I want to honor Ms Smith because she saved her dog from the pound"or
something, [chuckles]that wasn't a very good example, but anyway, so you bring that up on Monday
Ms Smith is going out of town so she can't accept it any other time but the next day, so you're asking
for a shorter time period That's okay if you get the four votes or the four headshakes or whatever, but
you have to get the text together to give to staff because they will not have the time if it's the next day
to look up the research on it That's the change there It's not a major change
It doesn't happen very often, but on occasion it does, and when it does, staff really has to stop everything
they're doing just to make sure this one proclamation is researched That's it Those are the two changes
there Anybody have any questions on those? Did I explain them carefully enough to you? Okay, do I
have a motion for the changes,to accept the changes to the process for the town proclamations?
Council Member Nacy: So moved.
Mayor Burk: So moved by Ms Nacy
Council Member Bagdasarian: Second
Mayor Burk:Seconded by Mr Bagdasarian There was no questions, so all in favor indicate by saying
