SUMMARY STATEMENT:
At the May 28 Council meeting, the Council requested further discussion regarding information that can be
provided by the City prior to the August 4 Special Election. City resources — staff time, funds, printing, web
storage space, etc — cannot be used for advocacy of a particular position. They can only be used for general
education and information.
Examples of general education and information that can be provided include:
• public documents related to the election, e.g. the petitions and the sample ballot
• State Code regarding the two forms of government
• General information from organizations like the Association of Idaho Cities, the National League of
Cities, and the International City Management Association
Depending upon the information to be conveyed, the Council could choose to make information available
on the City's website, via paid ads in the Star News or other media, via press releases, via emails such as
the distribution lists for the Police Department or Community Development Department newsletters, as an
insert in utility bills, or in other ways.
RECOMMENDED ACTION:
Provide direction to staff regarding public information for the August 4 Special Election
