HomeMy Public PortalAbout2023-04-17 new council1 SECOND REGULAR COUNCIL MEETING, APRIL 17, 2023 CALL TO ORDER Mayor Ron Fitzwater called the April 17, 2023 City Council meeting (second meeting of the night) to order at 8:23 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman Absent: None ADOPTION OF THE AGENDA Councilmember Hensley motioned and Councilmember Wiseman seconded the motion to adopt the agenda. The motion passed unanimously by voice-vote. ELECTION OF PRESIDENT PRO TEMPORE Mayor Fitzwater opened the floor for nominations of President Pro Tempore for City Council year 2023-2024. Councilmember Deeken nominated Councilmember Hensley as President Pro Tempore. Councilmember Wiseman seconded the nomination. As no further nominations were brought forward, Councilmember Hensley was elected unanimously. ELECTION OF PLANNING & ZONING / BOARD OF ADJUSTMENT LIAISONS Mayor Fitzwater opened the floor for nominations of Planning & Zoning representative (Board of Adjustment alternate) and Board of Adjustment representative (Planning & Zoning alternate) for City Council year 2023-2024. Councilmember Wiseman nominated and Councilmember Deeken seconded the nomination of Councilmember Lester as Planning & Zoning representative (Board of Adjustment alternate). Councilmember Lester nominated Councilmember Wiseman as the Board of Adjustment representative (Planning & Zoning alternate) and Councilmember Spencer seconded the nomination. As no further nominations were brought forward, Councilmember Lester and Councilmember Wiseman were elected respectively, unanimously. APPOINTMENTS BY THE MAYOR Mayor Fitzwater recommended the following appointments for City Council approval: a. 2023-2024 Standing Council Committee Appointments: i. Administration Committee: Ahlers, Mealy, Wiseman, Hensley, 4th Ward Vacancy ii. Annexation Committee: Committee of the Whole iii. Public Works & Planning Committee: Deeken, Lester, Spencer, Spicer, Schwartz MOTION: Councilmember Hensley motioned, and Councilmember Wiseman seconded the motion to approve the above appointments. The motion passed unanimously. b. Appointments to CAMPO Board: Ahlers, Hensley, Spencer, Deeken MOTION: Councilmember Wiseman motioned, and Councilmember Spicer seconded the motion to approve the above appointments. The motion passed unanimously. c. 2023-2024 Board or Commission Liaison Appointments (see attached list) MOTION: Councilmember Wiseman motioned, and Councilmember Spencer seconded the motion to approve the appointments. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS There were no miscellaneous agenda items at this time. PUBLIC HEARINGS There were no public hearings at this time. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE The updates were provided during the first meeting. BILLS INTRODUCED 2023-001 sponsored by Councilmember Lester AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A $200,676.76 SOURCEWELL CONTRACT WITH ARMOR EQUIPMENT FOR PURCHASE AND INSTALLATION OF WASTEWATER TELEVISING EQUIPMENT. 3 SECOND REGULAR COUNCIL MEETING, APRIL 17, 2023 2023-002 sponsored by Councilmember Wiseman AN ORDINANCE DISSOLVING THE LIQUOR CONTROL BOARD AND ASSIGNING RESPONSIBILITIES AND DUTIES OF THE LIQUOR CONTROL BOARD TO THE FINANCE DIRECTOR. RESOLUTIONS There were no resolutions at this time. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS There were no presentations at this time. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS Approval of the 2023-2024 Council Meeting Schedule Mayor Fitzwater requested that the City Council motion to approve the schedule. A motion to approve was made by Councilmember Wiseman, second ed by Councilmember Hensley, and approved unanimously. UNFINISHED BUSINESS Filling the Fourth Ward Vacancy After discussion between City Councilmembers and Staff, Councilmember Hensley motioned and Councilmember Wiseman seconded the motion to adopt the following application process: 1. Application to include a resume and cover letter, three notarized candidate endorsements, and two forms of identification to the City Clerk. 2. Application deadline is May 1, 2023, 5:00 P.M. 3. Applicants will attend the May 1st City Council meeting for introductions and answer a few questions. 4. Between May 1st and the next City Council meeting, May 15th, City Staff will verify the applicants’ credentials. 5. City Council anticipates selecting an applicant to fill the vacancy at the May 15th City Council meeting. 4 SECOND REGULAR COUNCIL MEETING, APRIL 17, 2023 The motion passed unanimously. ADJOURNMENT A motion to adjourn was made by Councilmember Wiseman, seconded by Councilmember Hensley, and approved unanimously at 8:59 P.M.
