Minutes On motion duly made and seconded the Minutes of the July 1, 1987 meeting were approved. 3. Site Plan Review Request of Mr. and Mrs. W. Merritt of 1140 North Ocean Blvd. to review landscaping of parking area. The Board approved on motion the plan as submitted with the following change and subject to the planting of Areca palms in sufficient number to totally shield that parking area to a height of six feet. 4. After discussion of location of pool equipment the Board recommended approval of this request. 6. Board Member Comments No specific comments. 7. Comments from the Public The Vice - Chairman called for public comments. 1. The Board acknowledged Mr. Rex Nichols, architect for Mr. and Mrs. Robert Natapow, who presented a plan for a proposed building site. a. After extensive discussion of set -back, drainage, elevations and citing precendent as well as the need for approval of neighbors, the Board advised Mr. Nichols to apply for a variance for the front set back. Mr. Nichols will ary pear before this Board at the September meeting with final plans. V. Pope Subdivision, Town of Gulf Stream Dear Sirs: We are presently designing a new residence for Mr. and Mrs. Robert Natapow to be located on the above - referenced lot in Gulf Stream. Please accept this letter as our request to appear before the Planning and Zoning Board to firmly establish the setbacks with which we may design and apply for a Building Permit. The Town mayinterpret this as a request for variances, though I feel we are more appropriately asking for interpretations within the existing setback requirements of your present town zoning codes. We will be requesting: 1. to establish the front set back at 25'0" off the cul de sac, rather than resorting to a percentage of an undetermined length. The cul de sac does not presently exist, and will need to be the subject of further discussion. The establishment of this area as our front setback is appropriate because the home will set on the property at a 45° angle, to help us establish our views in the right direction and to help us avoid other less desirable views. 2. to establish the setback on the Western property line at 27.75', which is 15% of the average of both East West property lines. (As opposed to es- tablishing this yard area as the front setback, which would require a 46.25' setback from the golf course.) We understand that upon receipt of this letter, you will notify the adjacent property owners of our intentions prior to the meeting on August 5, which is an important date for us to be heard. Please contact us if further information is required at this time, other than the formal application, which will be submitted prior to 29 July.
