Minutes On Motion duly made and seconded the Minutes of the September 2, 1987 meeting were approved. 3. Site Plan Review (a) Request of Mrs. Scott Tiernan, Lot 39 -40 of Gulf Stream Properties, 3018 N. Ocean Boulevard, to divide a section of garage into Maid quarters. The Board approved this request subject to plans being sent to the Palm Beach County Building Department. (b) Request to construct an addition to existing residence of Mr. and Mrs. B. Hedendal, Lots 45, 45a, 46 and 46a, 3345 Oleander Way, Gulf Stream Properties. After discussion and inspection of plans the Board, on Motion duly made and seconded, approved a variance that the garage door may face the street providing the present hedge remains and providing also that the revision of the site plan meets setback requirements. On Motion duly made and seconded the Board approved this request contingent upon approval of the Palm Beach County Health Department. "R.S11 Residential Single Family District of the Gulf Stream Zoning Code. Ordinance 83 -1. The following variances will come before the Planning and Zoning Board October 7, 1987 at 9 A.M. and the Town Commission, October 9, 1987 at 9 A.M_., Gulf Stream Town Hall, 10Q Sea Road, Gulf Stream, Florida. 1. A request to reduce the minimum required front yard setback from 43.20 feet to 27.50 feet, fronting on Oleander Way, in order to construct an addition to an existing residence. 2. A request to construct a garage with doors facing the street, fronting on Oleander Way. Subject property is legally described as follows: Lots 45, 45A and 46 and 46A. Replat of Part of Gulf Stream Properties No. 2. All interested parties are urged to attend the above meetings. Plans may be seen at the Town Hall, Monday through Friday 9 A.M. until 4 P.M. Barbara Gwynn Town Clerk GOVERNMENT COMPREHENSIVE PLAN AMENDMENTS CITY OF LAKE WORTALAND USE AMENDMENTS' Staff reported th t he City of Lake Worth submitted five amendments for review and comment. S aff recommended approval of the report. Commissioner Bird moved staff recommendations. The motion was seconded by MOTION TO Councilman Helm and carried unanimously. Councilmember Orman abstained. APPROVE CITY OF DELRAY BEACH LAND USE AMENDMENTS Staff reported that the City of Delray Beach submitted three plan amendments for review and comment. Staff indicated that the large - scale, mixed -use development land use category proposal was unclear and, therefore, staff was unable to evaluate any potential impacts to the area. Information submitted by the City of Delray Beach in the review package indicated that there was a proposed amendment for a specific parcel known as Sea Crest. However, the Delray Beach Planning Department indicated that there was not a specific land use amendment concerning this parcel, instead they were applying for a large- scale, mixed -use development land use category as an overlay to a general area. Also, the Town. of Gulfstream believed that the proposed amendment would effect their jurisdiction. Terry Clark, with Resource Engineering and Planning representing the Town of Gulfstream, distributed to Council copies of two letters from Gulfstream's Mayor Koch. One of the letters was.addressed to the Planning Council and one was addressed to the Mayor of Delray Beach. He stated that the Town of Gulfstream was objecting to this amendment because there was a lack of suffi- cient and consistent information supplied by the developer to the City of Delray Beach and the City of Gulfstream. He indicated that the Town of Gulf- stream was concerned with the property owned by the Florida Inland Naviga- tion District which is about six acres within the Town of Gulfstream. Mr. Clark stated that the Town of Gulfstream wanted to go on record opposing any inclusion of the defined property that is within the jurisdiction of the Town of Gulfsteam. Chairman Marcus indicated the Town of Gulfstream could object when the developer came to the Town with his proposal. Staff indicated that the problem with the proposal was that there is no defined boundaries on the application for large - scale, mixed -use develop- ment, and the Town of Gulfstream expressed legitimate concerns. Staff suggested that in the future the applicant should try to be more accurate. Staff recommended attaching the comments. from the Town of Gulfstream to the report to the Department of Community Affairs. Motion was made by Councilman Helm to approve staff recommendations. MOTION T( Commissioner Walson seconded the motion and it carried unanimously. APPROVE CITY OF BOYNTON BEACH LAND USE AMENDMENTS Staff indicated that the proposed amendments were consistent with the Treasure Coast Regional Comprehensive Policy Plan. Counc i 1 member.
