SUMMARY STATEMENT:
The Idaho Department of Environmental Quality has a revolving loan program for drinking water system
improvements in Idaho communities. In order to be considered for a loan, a community is required to submit
a Letter of Interest application, which will be ranked and placed on a statewide priority list for funding. If
selected for funding, the City would be required to complete additional loan documents and forms prior to
being granted a loan. Currently, the loan rate is 3% for a period up to 20 years. Staff has consulted with
CH2M Hill, and it is recommended that improvements be made to the Knowles Road Booster Pump station
to increase pumping capacity and provide a back up generator. Cost estimates for the improvements will be
provided by CH2M Hill, and the Letter of Interest application is being prepared for submission on January
16, 2008, pending Council approval.
RECOMMENDED ACTION:
Authorize submission of a letter of interest for the State Revolving Loan Fund for improvements to the
Knowles Road pump station, and authorize the Mayor to sign all necessary documents.
