I. Call to order— 7:00 p.m.
A. Commissioners present — Galen Bruer (Chair) Randy Hughes (Vice Chair),
Brad Kvanbek (Secretary), Tom Gregor, Theresa Richey and Robin Reid.
B. Also present — Jim Dillman, Carolyn Smith and Dick Picard.
II. Additions to agenda. — Three (IV. B., IV. F. and IV. G.)
III. Approval of last meeting's minutes. — Approved
IV. Business
A. Park updates — None
B. Lake Independence — Dick Picard of the Lake Independence Citizens
Association (LICA) discussed a report by the Three Rivers Park district.
1. The lake has been declared an "impaired water body" by the Minnesota
Pollution Control Agency.
2. Mr. Picard does not support the $500,000.00 fix in the Three Rivers report.
3. Vegetated set backs among many things would help the water quality.
4. The LICA will be addressing the report in their newsletter and send them to
the commissioners.
5. Commissioners will review the report.
C. Medina Horse Association Comments Re: Trail Study — No representative of
the association was present.
1. Galen had talked with Nancy Olkon, she said she would be at this meeting.
2. A gravel shoulder could be added to paved trails.
3. Other uses are not addressed either such as snowmobiles and ATVs. Other
groups come up with there own trails.
4. Private trails exist, we should see them mapped.
5. Medina Road, Hamel Road, Willow Drive, Tamarack Drive, Pioneer Trail,
Chippewa all have had wider shoulders for horses.

6. We need some specific trails that they would use.
D. Park Use Policy — Tabled due to Chad's absence.
E. Planning Commission Meeting — No immediate need for a joint meeting, we
will bring up again when and if a joint meeting is needed.
F. Wild Meadows/Cherry Hill Trail — Residents presented a petition, signed by 28
residents. They would like to have a trail to Wayzata High School.
1. The trail could be only about 200 feet, which would bring it to the city limits
of Plymouth.
2. A trail would have to be coordinated with the city of Plymouth.
3. Now might be the time to obtain an easement.
4. More research is needed by the commission; Jim will do some for starters.
5. No action until next meeting.
G. Term limits for commissioners — Discussed and compared to planning
commission.
1. Maybe should be limited, unless there is no one interested in filling the
position.
2. Logically we should have the same limit as the Planning Commission.
3. No limits are imposed to the City Council or Mayor. Maybe the limitations for
the Planning Commission should be eliminating. Then the council can decide
who should be on commissions.
4. Continuity maybe more important than commissioner turnover.
5. The consensus of the park commissioners is that there be no term limits for
any commission, that the city council make the decisions on commissioners on
an individual basis.
