HomeMy Public PortalAbout2009.140 (07-21-09)RESOLUTION NO. 2009.140 A RESOLUTION OF THE CITY OF LYNWOOD AUTHORIZING THE CITY MANAGER TO' NEGOTIATE AND EXECUTE A PARTNERSHIP AGREEMENT WITH HUMAN POTENTIAL CONSULTANTS LLC AND LEGAL AID SOCIETY TO SEEK SUPPLEMENTAL FUNDING 1N THE AMOUNT OF $600,000 TO ELIMINATE OR 'PREVENT HOMELESSNESS IN THE CITY OF LYNWOOD 4 WHEREAS, The City's Five Year Consolidated Plan states that the City intends to end chronic homelessness by 2012; and , WHEREAS, Due to the significant need, Lynwood was allocated $646,575 in Federal funds to administer a Program designed to assist those renters who are in danger of becoming homeless and/or those persons who are in temporary housing; and WHEREAS, the $646,575 is insufficient to meet the needs of Lynwood residents; and WHEREAS, Human Potential Consultants LLC has owned and operated a fransitional shelter for homeless women in the City of Lynwood since January 2009; and ~ ~ WHEREAS, Human Potential Consultants LLC represents that they serve at least 30 Lynwood residents every six month with their housing and job .training needs; and =~ WHEREAS, Human Potential Consultants LLC has the necessary experience, capacity and plan to address the problem of rapidly rehousing up to 80 women within the City of Lynwood who may not have credit or finances to secure permanent residences; and WHEREAS, The Legal Aid Society has the necessary experience, capacity, and plan to address the problem of persons who, but for the assistance of Legal Aid, would become homeless; and ° WHEREAS, there exists a sufficient need within the City of Lynwood for Legal Aid to provide homeless services for up to 70 Lynwood residents who need help to maintain their permanent residence; and, NOW, THEREFORE, THE CITY OF LYNWOOD HEREBY RESOLVE AS FOLLOWS: Section 1. That the City of Lynwood authorizes the City Manager of the City of ~ Lynwood to take all appropriate action to negotiate and partner with Legal Aid Society and Human Potential Consultants LLC to apply for supplemental funding in the total amount of $600,000 to assist persons w.ho are in danger of becoming homeless or rapidly rehousing those that need permanent housing. Section 2. This Resolution shall go into effect immediately upon its adoption. PASSED, APPROVED, AND ADOPTED this 21St day of July, 2009.
