1. Due to the Coastal Setback restriction and the
257 front yard setback requirement, a request to
reduce the required sixty eight point seventy five
feet (68.75') front yard setback to fifty seven feet
(57'). This meets the seventy eight feet (78') re-
quirement along AlA. TOTAL SETBACK FROM THE MIDDLE
OF AIA WILL BE NINETY FEET (90').
2. A variance request to reduce the side yard requirement
from fifteen percent (15%) to ten percent (10%)

On motion duly made and seconded the Minutes of the May 3, 1989 meeting
were approved.
3. Site Plan Review and Variance Request Section VII Single - family
District - Pa2e 22.
a. Gulf Stream School - Pulte Polo Cotta¢e - 3432 N. Ocean Blvd.
1. Request by the Gulf Stream School to move a polo cottage
beside its sports field and fronting on AIA for faculty
use and historical preservation.
Chairman Mayer noted a variance will be required on setback
requirements.
After lengthy discussion of all aspects, including landscaping,
with the assembly and a presentation by Mr. Woodward, the Board
on motion duly made and seconded granted the variance necessary
to move the cottage. Mr. Eaton abstained from voting and Mr.
Lynch opposed the motion.

1. Due to Coastal Setback restriction and the 25% front yard setback
requirement a request to reduce the required 68.75 feet front
yard setback to 57 feet. This will meet the 78 foot requirement
along AIA. TOTAL SETBACK FROM MIDDLE OF AIA WILL BE 90 FEET.
2. A variance request to reduce the side yard requirement from
15% to 10 feet as allowed at the platting of said lots. SECTION VII
"R.S." SINGLE FAMILY DISTRICT J -1 and K -1, Pg. 24 -25.
No objections having been received and all parties having bean heard,
the Board on motion duly made and seconded granted both requests.
Chairman Mayer stated for the record that he was abstaining from
voting in this matter and would submit Form 8B to be filed with
the Minutes and made a permanent part thereof. Mrs. Orthwein opposed
the motion.

1. Variance needed to reduce the w/s yard setback from the required
15 feet to 10 feet 4 inches in order to place roof over existing
rear patio. This would be a continuance to the present wall.

Noting the time limitation of six months, the Board on motion duly made and
seconded approved the request to place a construction trailer on the property.
After discussion with the applicant the Board agreed to take no action on
cutting down the pine trees. This matter will be held in abeyance by the Board.
6. Mr. and Mrs. Stiritz - 1421 No. Ocean Bl. (former Lanham residence)
a. Request to place construction trailer on property during construction
of new residence.
Noting the time limitation of six months, the Board on motion duly made and
seconded approved this request.
7. Demolition Permit and Site Plan Review - Information only
Mr. Thomas Crocker, 3265 No. Ocean Blvd. Sec. X- General Provisions /Site

Citing their efforts to stay within Gulf Stream Codes Mr. Crocker gave a
presentation of the proposed residence, its architecture and landscaping.
On motion duly made and seconded the Board approved the request to demolish
the existing structure on this property. Chairman Mayer stated for the record
that he was abstaining from voting in this matter and would submit Form 8B
to be filed with the Minutes and made a permanent part thereof.

Gulf Stream School requests a variance from the existing Code
concerning the matter of "no more buildings to be constructed on the
School grounds." .
The School proposes to move a small wood -frame "polo cottage" from
its existing location at the corner of Banyan Road and SR AlA to a
location beside its sports field and fronting AlA. The house is being
donated to the School and would be used as a teacher residence only.
Background: About four years ago when the School proposed to
construct a new auditorium /chapel building, it secured the permission of
the Town of Gulf Stream to do so provided (1) that an existing wooden
building (used as a classroom building) be razed and (2) that no other
new school buildings be constructed. The School is happy with this
arrangement and has no desire or plans to "enlarge the student body."
(In fact, present facilities are at capacity to service the needs of
existing students.) This agreement was formulated into the Town Code
for future reference.
The School bases its request for a Variance on the following
reasons:
1. This does not involve new construction.
2. It is not a school building. It is a small residence.
Students will not be using it.
3. The building is an historical "polo cottage," an original, as
judged by Mr. Clemmer Mayhew of the Delray Historical Society.
Not many such buildings now exist. This is a step in
preservation.
4. Placement of the house in this location is both reasonable and
appropriate. There are no other practical places to put
faculty housing of this type on the campus. It is also
suitable in terms of concept. Gulf Stream became the center
for polo in the Southeastern United States in the 1930's and

144O's. The School was built on land leased to it originally
by the Phipps family and on which land national polo matches
were played. For years, the School operated its classes in
converted stables on this site. The preserving of a polo
cottage would be historically and reasonably consistent with
the area's history.
5. This small, wood -frame cottage, which has only two bedrooms and
amounts to less than 1,500 square feet, is low -lying and
attractive. It will blend -in well with the surroundings; and
after its placement, the building will be thoroughly
landscaped. It will utilize the same, existing driveway which
services the small, and similar land non - conforming -use) house
to the north.
b. Probably for the next ten years at least, the house will be
lived in by a single person, a long- tenured teacher at the
School. There would be no increase in traffic as this person
would park outside the cottage and walk to work rather than
using existing School parking space. Said person would act as
a security check and fire warden, both at the School and
indirectly for this part of the Town for much or all of the
summer as well as winter months.
Matter relating to building and sanitary codes are referred to in
the second Variance Application which accompanies this document.

Gulf Stream School Foundation, Inc., petitions the Town of Gulf
stream for a Variance from the existing Code regarding setback
requirements for the moving and placing off an existing house from its
present location at 3452 N. Ocean Boulevard to School property,
approximating 3650 N. Ocean Boulevard.
The house to be moved is a one - story, wood - frame, "polo cottage"
faced in front with brick. It contains two bedrooms and would be lived
in by a single person who teaches at the School. The cottage is small,
and under 1,500 square feet of floor space. It is low and unobtrusive.
As indicated on the attached partial site plan, the only practical
place on which the dwelling may be moved is a site adjacent to the sports
field and located close to an presently- existing dwelling known as the
Silvia house at 3700 N. Ocean Boulevard. The proposed location would
utilize the existing driveway to the Silvia house.
Existing requirements specify a 78 -foot setback from the center of
SR AlA. The site itself permits only a 58 -foot setback from the center
of SR AIA. To set the house back further would place it so as to
interfere with the sports field.
The petitioner would like to point out that the Silvia house at 3700
N. ocean Boulevard, an original and historical dwelling some fifty feet
to the north, and once a stable- keeper's cottage, is already non-
conforming, with only 15 -plus feet from the front property line.
The proposed dwelling is consistent conceptually and historically
with the location and the founding of the School, once a part of polo
fields and stables in the 1930's and 19401s. Not many such buildings
exist which tie us to the past.
We are able to locate the house slightly beyond the 25 -foot setback
requirement from the front property line. It will be placed at a 7 -foot
height above mean sea level (this is not a problem as the house would sit
on relatively high ground, on level with AIA). It would be slightly
higher than the Silvia house, in fact.

a) a separate septic tank and leaching field system, or
b) tied in directly to the School's own septic system, by virtue
of running a sewer pipe across the sports field.
Facilities will be approved in the normal manner through the County
Health Department.
House will be upgraded as to electrical and plumbing, etc.,
requirements to meet existing codes.
All proper permits will be secured and State and local police
authorities would be contacted. The driveway- access will meet the
approval of Ocean Ridge Fire Department.
Bond will be posted for road damage.
Insurance certificates will be provided so as to hold the Town of
Gulf Stream harmless from liability.
The proposed move would be accomplished by LaPlant -Adair Company,
professional movers, and would occur at night - well into the early
morning. The house would be divided in two parts for moving.
OTHER:
The house would provide not only living space for a valued faculty
member, but said person would provide additional security for the School
at off - hours, and indirectly, security watch for the town.
The proposal implies no additional parking in the area since said
teacher normally parks at the School during the day now and would be
parking on the other side of the campus. (Technically, there would be
less traffic since said person would walk to work.)
Except for the setback problem, we see this proposal in a positive
light: it does not increase population in the usual sense; it is a
reasonable use of the land; and the use is consistent historically with
the Town and the School.

Mr. & Mrs. Norem wish to install a roof over their existing
rear porch at their residence at 539 Middle Road. It is our
under standing that the required setbacks have changed;since
the original house was constructed, and they will therefore
need a variance to construct the roof system.
The hardship which Mr. & Mrs. Norem face is that the foundation
system which holds up the existing rear porch and the proposed
new roof presently exists at the old setback lines. This
existing foundation system is a piling and grade beam system
which would be next to impossible to change or add to given the
existing site configuration along the waterway.
The granting of this variance requested will not confer on the
applicant any special privileges that have not already been
granted to other residents in the area, and it is the minimal
variance that will make the reasonable use of the rear porch
possible.
The porch in question exists on the northwest rear portion of
the lot and is not visible from any public roadway. The
addition as proposed will be visible from the waterway and
neighbors to the north of the site, but will be in the same
architectural style as the remainder of the existing home
and, in our opinion, will enhance the pool, patio, and rear
area of the lot.
