Re: Agenda Item—Transfer of Funds Request
Attached please find email correspondences from Robert J. Quinn, Chief of Fire and Bridget Bean,
Acting Assistant Administrator for Grant Programs, Department of Homeland Security regarding the
approval of the Town's application for funding under the Federal Fiscal Year 2018 Assistance to
Firefighters Grant (AFG) in the amount of$70,000. The Federal share is $63,636 and the local match
requirement is $6,364.
As stated within Chief Quinn's correspondence, "the grant is for the replacement of our fill
station for refilling the air bottles of our Self Contained Breathing Apparatus (SCBA). We are
very excited to update this piece of equipment which is over 20 years old. This grant will help us
to better comply with current NFPA standards for SCBA fill stations."
Therefore, in order to be in compliance with the local match requirement, I respectfully request
the attached transfer be placed on the September 24, 2019 Town Council Agenda.

I am pleased to let you know that the Watertown Fire Department has been notified that we have received a 2018
Assistance to Firefighters/SAFER Grant award from the Department of Homeland Security.The grant amount is
$63,636.36 for a project cost of$70,000 which would include a 10% match by the town. This grant is for the
replacement of our fill station for refilling the air bottles of our Self Contained Breathing Apparatus(SCBA). We are very
excited to update this piece of equipment which is over 20 years old. This grant will help us to better comply with
current NFPA standards for SCBA fill stations. I will be working with FEMA to accept the award package and to fulfill all
the requirements for the acceptance of this grant.

Dear Robert Quinn,
Congratulations on behalf of the Department of Homeland Security. Your application submitted for
the Fiscal Year(FY) 2018 Assistance to Firefighters Grant(AFG) funding opportunity has been
approved in the amount of$63,636.36 in Federal funding.As a condition of this grant,you are
required to contribute non-Federal funds equal to or greater than 10.00 percent of the Federal
funds awarded, or$6,363.64 for a total approved budget of$70,000.00 . Please see the FY
2018 AFG Notice of Funding Opportunity for information on how to meet this cost share
requirement.
Before you request and receive any of the Federal funds awarded to you, you must establish
acceptance of the award through the FEMA Grants Outcomes(FEMA GO) system. By accepting
this award,you acknowledge that the terms of the following documents are incorporated into the
terms of your award:
