I move to approve the draft letter to Keolis Group in support of negotiations with Amalgamated Transit Union Local 689. COUNCIL DISCLOSURES AND COMMENTS / ADDITIONS TO FUTURE MEETINGS Vice Mayor Steinberg disclosed he was meeting with Mr. Peter Burnett regarding the Liberty Street Lot. 18. MAYOR DISCLOSURES AND COMMENTS / ADDITIONS TO FUTURE MEETINGS Mayor Burk attended a ribbon cutting for Fit and Fitness and welcomed them to Leesburg. Mayor Burk thanked Ms. Tammy Carter and her team for the 30' Anniversary of the Martin Luther King Walk through Town. Mayor Burk, Vice Mayor Steinberg and Council Member Cimino-Johnson attended the VML Meet your Delegate and Senator Day in Richmond. Mayor 4I Page COUNCIL MEETING January 24, 2023 Burk said the Town had very good conversations with legislators on issues affecting Leesburg. Mayor Burk thanked the Council Members for attending the Council Retreat and thought the session was productive. Mayor Burk attended the Loudoun County Rescue Squad Awards Dinner and thanked all the volunteers for their dedication to the community Mayor Burk attended the Chinese New Year Lunar Celebration at the Eden Center noting it was an exciting event with great cultural food and entertainment representing many Asian cultures. Mayor Burk noted she met with Mr. Scott Kuhn with Kuhn's Aviation for a tour of their new facility and to meet their crew Mayor Burk imparted to the two families that just lost their loved ones that she remembered what her father would always say to her, "The most important thing is even if we're apart, I'll always be with you." 19. That is 6-0-1 We have no certificates of recognition, but we do have two proclamations tonight I will read them aloud and then I will ask Mr. Bagdasarian to join me on the floor while we present these proclamations The first proclamation is in the memory of Donald Morgan Chapman. Whereas, Donald Morgan Chapman age 68 passed away in Tucson, Arizona, and whereas Mr Chapman was a Town of Leesburg resident, husband to Holly Chapman, and father to sons Matthew and Christopher who attended Loudoun County Public Schools and excelled in athletics Whereas, Mr Chapman's professional career as a consultant to his Native American community, as the President of UNCAS Consulting contributed greatly to the award-winning HUBZone programming within the Leesburg Economic Development community partners and staff Whereas Mr Chapman was an extremely talented musician who contributed to Acoustics on the Green and several other music venues in Northern Virginia region Whereas, Mr. Chapman was greatly loved and appreciated by his family, friends, musical pals, and Native American communities Therefore proclaimed, that the Mayor and the Council of the Town of Leesburg in Virginia, hereby recognize Mr. Donald Morgan Chapman's achievements and dedication to his talents that benefited the Town of Leesburg,Virginia Proclaimed the 24'h day of January 2023. Then the next one is the proclamation to Mr Paul Reimers This one says, whereas Mr Paul Reimers was a longtime resident of Leesburg,Virginia,who recently passed away in 2022 Whereas Mr Reimers was a graduate of the University of Virginia who transferred his^"'.^'tion skills, talents and ethics to create the PR Construction Company in Leesburg,Virginia in 1986 Whereas that construction company built and renovated commercial and residential properties with distinction, integrity and award-winning vision, such as the Memorial Drive,which generated significant revenue and jobs in Leesburg Whereas Mr Reimers served on the Leesburg, Virginia Board of Architectural Review from July 2010 to July 2022 Whereas Mr. Reimers dedicated his life to serving others, leading mission trips to Honduras, and was a founding member of the partnership for Clean Water and Education Whereas Mr Reimers climbed mountain peaks around the world, including the Himalayas and Mountain Kilimanjaro with his sons Jack, Kelly, and Noah. Therefore, proclaimed that the Mayor and the Council of the Town of Leesburg,Virginia, hereby recognize Mr Paul Reimers and memorialize the magnitude of his contributions to the Leesburg community Proclaimed this day Mr Bagdasarian, would you like to join me?We will invite the families to come up All right The first one we're going to do is to, Don Chapman Matt Chapman is accepting this on behalf of his family. Matt,would you like to come up and join us? I knew your father Matt Chapman: I'll step over here. Mayor Burk: Oh [laughs] Thank you Matt Chapman: What was the order here? Mayor Burk: Yes [laughs] We're very, very happy to be able to give this to you, to take to your family, and to know how much we really appreciate all that your father meant to Leesburg Matt Chapman: I appreciate that Mayor Burk:Would you like to say a few words about your dad? Page 2 I January 24, 2023 Matt Chapman: I'm still saving up for the memorial because it's still just a couple of things If you guys ever got to see him play over the-- I don't even remember how long we were here Its been that long, but he played almost every weekend it felt like, his whole time at Leesburg and any winery across the board If you've gone to Acoustic on the Green, he was a staple every year at Acoustic on the Green Jingle Jam Did Jingle Jam too, and benefits to so many He did carry that if anyone was wondering. He did carry that over into Tucson He had already started doing local spots in Tucson, so the music never left We will be having his memorial service for friends in the area on the 25'"of February at the Barns of Hamilton Station Winery, starting at six o'clock My understanding is a lot of the Jingle Jam musicians will be showing up to do a tribute gig for dad, as well as if you know Cal Everett or any of those types of guys, they will be there Anyone is welcome It should be a great time to remember my father As Hollywood put it, it's a celebration of life It is not a memorial service I guess she said at the end Mayor Burk:You're welcome Thank you very much We really appreciate you being here tonight and accepting this on behalf We definitely will miss him very much We'll see you on the 25t Matt Chapman:Yes, you will Mayor Burk: Okay Thank you very much Jan Joseph, you're going to come up with Mr and Mrs Reimers, and would you like to do this proclamation? Council Member Bagdasarian: I can I don't have my glasses Mayor Burk: It's from your heart Council Member Bagdasarian: Exactly I'll improvise As a musician, I will improvise There we go Mayor Burk: This is already even read You don't need to read it Council Member Bagdasarian: Okay. Mayor Burt All right Council Member Bagdasarian: Oh, in that case then, I don't have to read it No, I think it's wonderful that Paul and Don,both men were folks that were outward-focused I know Paul always asks,"How can I help?"That's something that I think is so important nowadays is to be that kind of person that asks, how can I help?What can I do to help my community? I know with even going back to St James with mission trips and what he did here in the Town and just running into him on the W&OD almost every day.just what a caring person that he was and how much he gave to this Town of Leesburg and how much he cared about not lust himself, but how the entire community was I think it's just wonderful that we could recognize him and remember Paul and definitely into the future Thank you for being here Mayor Burk:Absolutely I'd like to second that Paul and I had many long discussions, [laughs]and so we'll miss him [laughs]Would you like to say a few words? Jan Mountcastle Joseph: I think we probably Okay Well,we're happy to accept this on behalf of his sons who could not be here today, Kelly, Jack, and Noah, his parents who are here, and his sisters Christine and Ruth who are also out of town and could not be here Paul contributed so much to the Town,as everybody knows, all you have to do is walk out of this building and turn in any direction and you will see the labor of his love He loved to work in this Town He loved this Town You mentioned his service, it goes back years ago at St James, he helped organize a trip to New Orleans after Katrina They made several trips My husband was a part of that We went in early 2020 before COVID We went and joined Mark and Diane on a water mission that they worked on for years in Kenya This is where Paul got his greatness from, his parents Then, as you mentioned, he was the president of our partnership for clean water and education We are returning there for the first time since COVID in two weeks and we are working on a village in remote— Page 3 I January 24, 2023 We bring system water clean water to villages in remote western Honduras where they have no access to clean water We are naming the Fisher's Project in Paul's honor That's happening in two weeks when we travel there with our team I think that's probably about it I'm going to pass it over to Matt Matt Reimers: Paul loved the Leesburg community We lived in this area We lived in Clifton, Virginia, so we were out here a lot His three sons all graduated from high school here and played in sports and were active there Paul was always onto some project in Town or other places He loved to run the trails here and bike and was always very athletic He was very strong One of his big objectives was with his small crew that worked for him at PR Construction to help them through the hard times in 2008 and keep them employed working to do whatever needed to be done That was one of his accomplishments Then the Honduras Project was important He visited us three times in Kenya to see what we were doing there in rainwater harvest and health and hygiene Diane Reimers: This was a place that he loved We are really glad to see that it was a mutual feeling back and forth and in some ways really a smooth running wonderful place for a town like this You're going on with--yes, you would say both lots of opportunities and also challenges here in the Leesburg area Congratulations and thank you for the years that he enjoyed very much as part of this community Thanks Mayor Burk: Thank you Jan Mountcastle Joseph: May I just add one thing? He spent many years in this very building, 12 years I guess to be exact. I didn't come to any of those meetings, but he would text me when he left, and sometimes it was the next day, it was after midnight He spent many hours in this building Thank you for honoring him tonight Mayor Burk: Sure Both men are very, very special to Leesburg and we're very, very pleased and honored to recognize them and memorialize them and remember them for all the contributions that both of them made We're very lucky to have known them Thank you All right, now we lose the audience We have no presentations There's no regional commission reports at this point. Council Member Wilt: Go ahead Mayor Burk: On January 12'", we did a ribbon cutting for Fit and Fitness I want to welcome them to Leesburg What a unique fitness place, very small, very intimate, and a minority and woman-owned business that's just moved into Leesburg We're delighted that they're here On the 16'",Tammy Carter and her team had created for the, I believe it was the 30th year anniversary of the Martin Luther King walk through Town It was a fantastic walk It was a wonderful march and a terrific program. Next year, they are hoping that they will be in the Old Douglass School to do the program in person We're looking forward to that January 19'", Mr Steinberg, and Dr Cimino-Johnson went down to Richmond,and we did the VML Meet Your Delegate and Senator Day, and it was a lobby day We met with Delegates Reid, Goodttis, Petersen, Roem, and Senators Bell and Boysko Had very good Page 5 I January 24, 2023 conversations,and we learned some things, and they shared some stuff with us, but they also learned where the Leesburg was standing on many of the items that are going through the legislature right now On the 2151, we had our Council Retreat, and I want to thank all of you for attending I think it was very productive, and I look forward to all the success we're going to have as we move forward I want to thank on that same night, the Loudoun County Rescue Squad Awards Dinner. It was wonderful to see all the volunteers and all the dedication that these individuals have to Loudoun County and to Leesburg in particular Supervisor Umstattd, they announced her presence and then announced Kelly Burk as the Mayor of Herndon, but that was okay,we straightened that out Then on the 220, I was fortunate enough to attend the Chinese New Year Lunar celebration at the Eden Center, which was truly amazing It was very exciting Lots of people, lots of fireworks. lots of food, lots of entertainment. What a beautiful culture There were people of Chinese ancestry and Koreans and Vietnamese and Thai. It was just a really wonderful event I appreciate the invitation to attend. This morning, I met with Kuhn's Aviation. Scott Kuhn gave me a tour of their facility and introduced me to his crew What a great new facility It's been there for a couple of years now. They're really making progress forward and they've just got all sorts of beautiful-- It's a beautiful facility It was a great opportunity to meet all the people that work for Kuhn Aviation I want to just to impart some words to the two families that just lost their loved ones I remember my father would always say to me, "The most important thing is even if we're apart, I'll always be with you"Town Manager?
