On motion duly made and seconded the Minutes of the November 1, 1989
meeting were approved.
4. Reouests for Variances
a. Casa Serena, 2600 N. Ocean Blvd. Request to reduce side yard setback
to permit construction of tool shed (Sec. VIII, Ordinance 83 -1) and re-
design of tool shed roof with written neighbor approval required.
The Board took no action as neighbor approval was not submitted.
b. William L. O'Hey, 2525 N. Ocean Blvd. Requests to reduce front yard
setback from 25.0' to 12.4' and from 78' to 43.08' from center line
of AlA to construct a second story addition to an existing residence.
No objection by neighbors. Immediate neighbor on south and on east
gave personal approval. On motion duly made and seconded the Board
recommended approval of this request.

The Committee met immediately after the Planning & Zoning Board
9:00 a.m. meeting.
Present: Mesdames Orthwein and Souder. Messers. Eaton, Mayer, Lynch,
and Sheehan. Messrs. Blomquist and Dixson absent.
Mrs. Orthwein, Chairlady, opened the meeting to discussion of setbacks,
percentage of lot coverage, small lots and volume. There was general
agreement that it would be useful to confer with a knowledgeable
architect and the names of Bridges and Marsh were suggested.
A proposal was made to do scenarios on one-story,two-story and partial two-
story residences with a suggestion to control except in a hardship
situation (Code requires 3000 square feet - small lots prevent building to
Code).
No street -facing garages to be permitted on small lots.
Discussion ensued on the need to control seawall height as there is no
Town or County covering regulation. A suggestion was made that the Corp
of Engineers might have specifications.
Information on neighboring communities lot coverage percentages would be
useful.
Messrs Mayer and Eaton will not be available on January 3rd.
Mrs. Orthwein will call the architect and also call the members to set up
the next meeting.

Dear Mr. Mayer:
We are requesting a parking variance at the above project. The
parking when reorganized on the club property will actually gain
18 spaces over the present layout. With the new landscaping the
cars will be parking in shade from the new trees. We have
provided a seating layout on the drawings number 7 and 8 which
indicate the maximum occupancy of the building. Seating for
members, guests and working staff are taken. From the maximum
fire occupancy load which is 360 persons.
From these figures of fire occupancy and according to code,
Section IX -OR Paragraph F. Parking Regulation. With a maximum
occupancy of 360, a 120 parking spaces are required. From the
space available on the Club property a 111 parking spaces are
provided. We request a variance for the 9 spaces delinquent.
However, we would like to point out that most of the time there
is valet parking and a further 24 cars can be accommodated, due
to the fact that with valet parking, cars can be double parked.
We feel this makes the parking quite adequate. One further point
we would like to raise is that very seldom if at all would the
Club be used to the full occupancy of 360 persons.
We feel that this project will enhance the area, and will be in
general harmony with the area.

The zoning in place, i.e. O.R., is correct and that to grant

Construction Control Line, we ask for 25% of the distance from the front

The following variance has been requested pursuant to Section VII,
J -1 (front yard required) Gulf Stream Zoning Ordinance ( "R.S." Single
family residential district).
A request to reduce the required front yard setback from twenty -five
feet (25.0 feet) to twelve point four feet (12.4 feet) and the required
seventy eight feet (78 feet) from the center line of State Road A -1 -A
to forty three point zero eight feet (43.08 feet) to permit construction
of a second story addition upon the existing structure.
Property location - Government Lot 3, Section 3, Township 46, South
Range 43 East, Palm Beach County, Florida, address — 2525 N. Ocean Blvd.,
Gulf Stream, FL 33483.
The Town of Gulf Stream Planning and Zoning Board will review the request
at its regular meeting on Wednesday, December 6, 1989, at 9:00 A.M. at
the Gulf Stream Tbwn Hall.
The Town Commission, sitting as the Board of Adjustment, will conduct

Ladies and Gentlemen:
I have applied for a Building Permit to construct a second story
addition to my residence at 2525 No. Ocean Boulevard. I have been
advised that a setback variance is necessary and herewith apply
for the appropriate variances from the applicable Ordinances
of the Town of Gulf Stream.
Due to the minimal bathroom and closet facilities customary during
the 1920's construction of resort homes, my family has been unable
to fully enjoy our home which we use on a year -round basis. We
are forced to store clothing in other guest bedrooms and even in
unsightly corregated boxes. This results in a hardship on us and
obviously greatly effects the value of our residence.
The first floor area upon which we propose to build already encroaches
into the property line setback requirement of 25' and the State Road
�j center line requirement of 78' since the existing construction line
is only 12.4' from the property line set back and 43.8' from the
State Road center line. Our request is simply to be allowed to build
a second story addition upon the existing structure.
Granting such a variance will not therefore create a new encroachment
into the set back requirement and will not in any way adversely effect
public safety or the property rights of neighbors.
You may rest assured that the construction itself will be in keeping
with the beautiful architectural scheme of the Spanish motif prevalent
in this area.
