REGULAR COUNCIL MEETING, JUNE 5, 2023
CALL TO ORDER
Mayor Ron Fitzwater called the June 5, 2023 City Council meeting to order at 6:01 P.M.

ADOPTION OF THE AGENDA
Councilmember Wiseman motioned and Councilmember Ahlers seconded the motion to
adopt the agenda. The motion passed unanimously by voice-vote.

MOTION: Councilmember Wiseman motioned to send the Parks and Recreation
Commission appointment, Dottie Sanning to the Administration Committee for vetting, and
approve the remaining recommended appointments. Councilmember Mealy seconded the
motion. The motion passed unanimously by voice-vote.

PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
Shiela Pearre, Director of Finance and I.T. presented the monthly financial update. Ms.
Pearre distributed the updated City of Jefferson FY 2022-2023 Estimated Fund Balance sheet
(see attached).
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
City Council committee announcements:
• Committee on Administration – The June meeting was cancelled.
• Finance Committee – A Budget Committee work session is scheduled for Monday, June
12th, 5:30 P.M. – 7:00 P.M.
• Public Safety Committee – The next meeting is June 29th, 7:30 A.M. in the Police Training
Room.
• Public Works & Planning Committee – The next meeting is June 8th, 7:30 A.M. in the
Council Chambers at City Hall.
Mayor announcements:
• Salute to America festivities will be a one-day event this year on July 4th.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Kylee Floodman with Bird Rides Inc. spoke on bill 2023-17. Ms. Floodman and City Staff
answered City Council questions related to the Bird Scooters and the agreement with the City.
The biggest concern of citizens is safety of pedestrians and scooter riders, as well as the
parking of the scooters. Ms. Floodman will provide statistical information to City Attorney Ryan
Moehlman to pass along to City Council. If the agreement is not cancelled, City Council would
like to use more geofencing for increased slow zones a nd no-ride zones. They also asked
about the number of indigent riders using the scooters as transportation.
Clifford Johnson also spoke against Bird Scooters noting his greatest concern was safety.

Councilmember Wiseman motioned and Councilmember Hensley seconded the motion to
approve the above items on the Consent Agenda. The motion passed unanimously.

Due to the proximity of the July 3rd City Council meeting date and the July 4th holiday,
Councilmember Wiseman motioned and Councilmember Schwartz seconded the motion to
cancel the July 3rd City Council meeting. The motion passed by the following roll-call vote:

APPROVAL OF MAY 15, 2023 CLOSED SESSION MINUTES
Councilmember Wiseman motioned and Councilmember Spencer seconded the motion to
approve the May 15, 2023 Closed Session Minutes. The motion passed unanimously by
voice-vote.
CLOSED SESSION
Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, Mayor Fitzwater entertained a
motion to go into Closed Session to discuss the following:

A motion was made by Councilmember Ahlers to go into Closed Session for the above-stated
reasons, seconded by Councilmember Wiseman and approved by the following roll-call vote
at 7:15 P.M.:
